The AP reports that nationwide protests broke out in France last weekend over rising living costs and poor school conditions. Some groups set fires and looted, targeting city halls and other public buildings and hundreds of businesses; the 19th-century city hall in Limoges in central France caught fire and its roof collapsed. At least 2,400 people were arrested nationwide. Prime Minister Sébastien Lecornu said he has told prefects to impose 'very limited' localized curfews, and the Marseille prefect separately banned all gatherings from noon to 8 p.m. Monday.

Teenage boy shot dead in downtown Tacoma before dawn
塔科马(Tacoma)是西雅图南边的港口城市。据KOMO新闻报道，10月18号星期天凌晨两点23分，塔科马警察局接到报警，称市中心商业街车站(Commerce Street Station)一带有人开枪，警察赶到后发现一名少年中枪，伤势危及生命，当场施救，消防局人员赶到后宣布他已死亡。截至星期天上午，警方尚未确认嫌疑人，也无人被捕；警探在车站停车楼高层调查了好几个小时。
Tacoma is the port city south of Seattle. KOMO News reports that at 2:23 a.m. on Sunday, Oct. 18, Tacoma police got reports of shots fired near Commerce Street Station downtown and found a teenage boy with life-threatening gunshot wounds. Officers tried to save him, and he was pronounced dead after the fire department arrived. As of Sunday morning no suspect had been identified or arrested; detectives spent hours on an upper level of the station's parking garage.

Voters to decide whether Washington keeps its millionaires tax
华州今年立法开征「富人所得税」：家庭年收入超过100万美元的部分，征收9.9%，从2028年的收入算起，2029年开始缴，预计每年进账30多亿美元，大部分用于中小学、大学和医疗等开支。据《西雅图时报》报道，11月3号大选的选票上有公民提案I-645：投「是」即废除这项税，投「否」即保留。选票已于上周寄出。
Washington enacted a 'millionaires tax' this year: a 9.9% tax on household income above $1 million, starting with 2028 income and first paid in 2029, expected to raise more than $3 billion a year, mostly for K-12 schools, universities and healthcare. The Seattle Times reports that the Nov. 3 ballot carries Initiative 645: a 'yes' vote repeals the tax and a 'no' vote keeps it. Ballots went out last week.

Photographing walls and carpets on move-in day and getting in writing what counts as normal wear before moving out is the best protection.

西西雅图(West Seattle)摩根交汇(Morgan Junction)西南一带，星期天下午两点左右，一名男子想进一户有人在家的住宅没进去，又往前走，踢开另一户空屋的后门，吃了厨房里的东西，警察最后在卧室床上的被窝里将他抓获。白天家里没人时，后门往往比前门更容易被人盯上。后门同样要锁好、门框可以加固，看见陌生人试着推门，马上打911。
Southwest of Morgan Junction in West Seattle, around 2 p.m. Sunday, a man tried to get into an occupied home and failed, walked on, kicked in the back door of an empty house, ate food from the kitchen, and was found by police in a bedroom, in bed under the covers. When a house is empty during the day, the back door is often the easier target. Lock it as carefully as the front, consider reinforcing the frame, and call 911 at once if a stranger tries a door.

Gunfire across Seattle's Central District early Sunday, no injuries
西雅图中央区(Central District)星期天凌晨两点23分起，好几条街接连传出枪声，911接到多通报警，警方认为是同一起边移动边开枪的事件，所幸没有人报告受伤。这距离星期五夜里同一带的另一场枪战只隔几条街，那次也无人受伤。住在附近的长者夜里听到枪声，别到窗边张望，躲开窗户，再打911报告听到的方向和次数。
From 2:23 a.m. Sunday, gunfire rang out across several blocks of Seattle's Central District; 911 got multiple calls and police believe it was a single moving gunfire incident, and fortunately no injuries were reported. It came just blocks from a Friday-night shootout in the same area that also injured no one. Elders living nearby who hear shots at night should stay away from windows rather than look out, then call 911 to report the direction and number of shots.

Mount Baker redevelopment breaks ground with 400-plus affordable homes

Construction has begun on a large redevelopment around Mount Baker in Seattle's Rainier Valley, a public-private partnership that will bring more than 400 affordable apartments, an early-learning campus and community space. Affordable housing has rents capped by income, a real option for lower-income families and retirees. Families with preschool grandchildren or hoping to apply for affordable housing can note the project and wait for the official application details.

West Seattle's 30-year-old Mashiko says goodbye to its old home tonight
西西雅图交汇区(West Seattle Junction)开了30多年的日本料理店Mashiko，今天19号是老店最后一晚，之后暂停营业，等搬到白中心(White Center)的新店准备好再重新开张。店里的寿司师傅在这家店做了将近27年，她说看着街坊们成家、过节，是这份工作最大的回报。想念老味道的街坊，可以关注店家的社交媒体，等新店开张的消息。
Mashiko, the Japanese restaurant in the West Seattle Junction for more than 30 years, has its last night at the old location today, the 19th; it will then close until its new White Center location is ready. The restaurant's sushi chef has worked there for nearly 27 years and says watching families start and celebrate life has been the reward of the job. Regulars who will miss it can follow the restaurant on social media for news of the reopening.

The White House ballroom is a new construction project pushed by President Trump; The Washington Post reports, as relayed by KIRO 7, that three Seattle-area companies, Microsoft, Amazon and T-Mobile, gave a combined $20 million to it. 美国文化一则American Customs
华州的选票上，除了选人，还有一项项「公民提案」(initiative)：民众征集到足够的签名，就能把一条法律直接交给全州选民表决，投「是」或「否」决定它的去留。今年的I-645就是这样上了选票，决定新开征的富人所得税是废是留。
On a Washington ballot, besides candidates there are citizen initiatives: if enough signatures are gathered, a law goes straight to voters statewide, and a 'yes' or 'no' decides its fate. This year's I-645 reached the ballot this way, to decide whether the new millionaires tax is repealed or kept.
美国西部不少州有这套「直接民主」，道理是：议会定的事，老百姓不服可以绕过议会直接表决。代价是选票又长又绕，有的提案投「是」反而是取消一项法律，所以选民手册会把双方理由印出来，让人慢慢看。
Many Western states have this direct democracy, on the idea that if people disagree with what the legislature decided, they can vote on it directly. The cost is a long, confusing ballot where 'yes' on some measures actually cancels a law, so the voters' pamphlet prints both sides' arguments for people to read at leisure.
老家村里有大事，也讲究开会商量、举手表决，谁家有意见当面说。美国的公民提案像是把这场村民大会搬到了全州，只是从举手换成了填票；道理相通，自己的事自己拿主意。
In a Chinese village, big decisions also call for a meeting and a show of hands, with every household speaking up. A US citizen initiative is that village meeting held statewide, with a ballot instead of raised hands; the idea is the same: people decide their own affairs.
