Bend school shooting: a teacher and a father stopped the gunman

The New York Times, in a report published by The Seattle Times, says the 16-year-old who opened fire at Silver Rail Elementary in Bend, Oregon, on the afternoon of Oct. 15 was a former special education student there. He shot through glass doors on the playground side, entered a special education classroom and killed three children and 25-year-old teacher Megan Lambert. Another teacher threw her phone at him and tackled him, and a father of two girls at the school ran in and shot him dead with a handgun legally kept in his truck.

KOMO News reports the FBI is investigating suspicious letters sent to election officials and members of Congress nationwide. On Oct. 15 two letters with white powder turned up in Washington: one on the 32nd floor of the Henry M. Jackson Federal Building in downtown Seattle, which also houses Sen. Maria Cantwell's offices and was evacuated, and one addressed to the Secretary of State's elections division in Olympia, intercepted before delivery. On Oct. 16 Rep. Pramila Jayapal's Seattle office received a suspicious package. No one was hurt, and the powder has not been identified.

It is the developer's first ground-up project.

Police said the driver stayed at the scene and is not suspected of impairment; the intersection was closed for several hours.

Washington's schools chief opposes joining federal school-choice tax credit

A new federal Education Freedom Tax Credit lets individuals claim up to $1,700 (couples $3,400) for donations to scholarship-granting groups, mostly funding private-school scholarships but also tutoring and books for public-school students. State schools superintendent Chris Reykdal wrote to Gov. Bob Ferguson that Washington should not join; Ferguson has not decided, and 31 states have opted in. The credit starts in January, and the governor must decide by Jan. 1, 2027; families with school-age grandchildren can watch for it.

Washington general election ballots arrive, due Nov. 3
华州各县选举办公室已把11月3号大选的选票寄给全州510万名登记选民，16号前应该都能收到，这次除了地方、州和联邦的候选人，还有三项全州公投。家里有选民的，填好后最好投进官方投票箱，投票截止是选举日晚上八点，用邮寄的要提前一周以上寄出，邮戳不能晚于11月3号。还没登记的，到10月26号为止都可以网上或邮寄登记，之后可到县选举办公室当场登记，在州政府的投票网站上能查选票寄到了哪一步。
County election offices have mailed ballots for the Nov. 3 general election to Washington's 5.1 million registered voters, who should have them by Oct. 16; along with local, state and federal races there are three statewide measures. Ballots are due by 8 p.m. on Election Day; voters should ideally use an official drop box; those mailing should send it more than a week early, postmarked by Nov. 3. Unregistered residents can register online or by mail through Oct. 26, then in person at county elections offices, and can track their ballot at VoteWA.gov.

华州的选举全部靠邮寄：选票直接寄到每位登记选民家里，填好后可以放进回邮信封寄回，也可以投进县里设的官方投票箱。寄回的信封背面要本人签名，选举办公室会核对签名。
Washington votes entirely by mail: ballots go to every registered voter's home, and can be mailed back in the return envelope or dropped in official county drop boxes. Voters sign the back of the return envelope, and the elections office checks the signature.
美国人的想法是，投票不该非得请假排队：把选票送上门，给足两三个礼拜，在家慢慢看选民手册再填。信任靠的是签名比对和全程可查，在州政府网站上能看到自己的选票寄到了哪一步、有没有被收下。
The idea is that voting should not require taking a day off to stand in line: send the ballot to the home, allow two or three weeks, and let people read the voters' pamphlet at their own pace. Trust rests on signature checks and tracking, and voters can see online whether their ballot has been received.
华人长辈习惯「重要的事当面办」，选票往信箱里一扔，心里总不踏实。投票箱就是给这份不踏实准备的：投进官方投票箱，不经过邮局；寄回的话，签名要和平时一样，别让孙辈代签。
Chinese elders are used to handling important things in person, and dropping a ballot in the mail can feel uncertain. The drop box answers that: it skips the post office. If mailing, sign the way you always do, and never let a grandchild sign for you.
