CBS News reports that just before 1 p.m. on Oct. 15, a shooting at Silver Rail Elementary School in Bend, Oregon, killed three children, ages 5, 8 and 11, and a teacher; a 7-year-old and a 54-year-old teacher were critically wounded. Police say the 16-year-old suspect first fired at a vehicle, then shot his way through locked doors; a bystander who saw him enter followed him in and shot him dead. Officers arrived within three minutes of the first 911 call.

To save $3.4 million, the CARE department would cut funding for 14 vacant crisis responder positions and eight 911 dispatchers, capping crisis-response service at 19 hours a day.

The indictment alleges that Manjit Bedi, 64, a Kent resident who ran a small Tacoma grocery, gave cardholders 50 cents in cash for every dollar of benefits from March 2024 and kept the rest, pocketing at least $600,000 by June 2025; indicted in April 2026, he fled to India and was returned to Washington on Oct. 14. If anyone offers to turn your benefits card into cash, that is exactly the scheme the indictment describes, so say no.

美国文化一则American Customs
美国中小学开学时会请家长填一张紧急联系人表，写明父母以外还有谁可以在紧急情况下接走孩子。遇到封校、疏散这类事，很多学校会把学生集中送到一个指定地点，再把孩子交给家长或表上的人。本德(Bend)这次，全校师生就被送到附近一座教堂，由家人接回。
At the start of the school year, American schools ask parents to fill out an emergency contact form listing who besides the parents may pick up the child in an emergency. In a lockdown or evacuation, many schools move students to a designated site and hand them over to parents or people on that list. In Bend, students and staff were taken to a nearby church to be reunited with families.
美国学校的思路是「先认人，再放人」：混乱的时候最怕孩子被不该接的人领走，所以名单比熟脸更算数。这不是不信任爷爷奶奶，而是规矩对谁都一样。
The logic is to confirm identity before releasing a child: in a chaotic moment the biggest fear is a child leaving with the wrong person, so the list counts for more than a familiar face. It is not distrust of grandparents; the rule applies to everyone.

Chinese custom runs on familiarity: call the child's name at the gate and you can take them home. In America, grandparents who regularly do pickup should ask their children to add their names to the emergency contact form and carry photo ID. Being on the list is what gets you through the door on the day something goes wrong.
