The Atlantic's first hurricane of the year bears down on the northern Gulf Coast
The Associated Press reports that Isaias strengthened late on Oct. 7 into the first Atlantic hurricane of the year, one day short of tying the 1905 record for the latest first hurricane. It is expected to make landfall on the northern Gulf Coast late Oct. 9 or early Oct. 10, with the Florida Panhandle, southern Alabama and southern Mississippi most at risk. Florida and Alabama have declared emergencies, some coastal areas are under mandatory evacuation, and about a quarter of Gulf oil production has been halted.
COMMUNITY IMPACTForecasters warn of possible long power outages along the coast, and Pensacola's mayor urged residents to check on older neighbors. Local Chinese families with relatives or friends there should call in the next two days and ask whether they need to evacuate and whether they have enough medicine and water. Oil prices were already high, and the production halt could move markets.

Machete attack injures two at Hing Hay Park in Chinatown-International District
NW Asian Weekly reports that early this week, at about 5 p.m., a man attacked people with a machete at Hing Hay Park in Seattle's Chinatown-International District, prompting multiple 911 calls. A 31-year-old man suffered a large cut to his head; a 48-year-old who was out walking turned around and was slashed across the back, and the attack continued after he fell. Witnesses pointed out the suspect, and the 44-year-old was arrested on suspicion of felony assault and booked into the King County Jail.
COMMUNITY IMPACTHing Hay Park sits at the heart of the International District, and many Chinese seniors walk and rest there. Witnesses pointed the suspect out to police on the spot, so the arrest came fast, and police real-time crime cameras also captured the incident. For local seniors: if an agitated stranger is holding a weapon in a public place, move away first, do not stay to watch or try to intervene, and call 911 once you are safe.

Mortgage rates hit a near three-year high as Seattle buyers put more down
The Seattle Times reports that mortgage rates averaged 6.9% in September and reached 7.3% last week, the highest in nearly three years. A Realtor.com analysis found Seattle-area buyers put down nearly 20% of the purchase price on average in August, up from under 16% five years earlier. The median King County single-family home sold for nearly $950,000 in September, down 1% from a year earlier. For the median Seattle-area home, raising the down payment from 16% to 20% can save about $205 a month.
COMMUNITY IMPACTThe higher the rate, the bigger the monthly payment on the same loan, so the buyers still active tend to have plenty of cash. An Eastside agent says some tech workers are putting 30% to 40% down: some fear layoffs, and those on work visas fear having to leave the country quickly, so a lower payment lets them get by on one salary or rent the house out. Parents helping with a down payment should keep enough emergency money for themselves.

PSE rate-hike hearing draws unanimous opposition
Puget Sound Energy, which bills many Eastside households for electricity and gas, has asked the state Utilities and Transportation Commission for a $1.5 billion increase over three years, about 30% on electricity and about 20% on natural gas, saying it needs the money for 11 new utility-scale renewable energy projects. At an online hearing on the night of Oct. 7, nearly 500 people joined at the peak and more than 100 signed up to speak; no customer supported a hike that size, and the state Attorney General's Office also opposed it. Consumer Reports estimates a typical electric customer would pay about $600 more a year by the end of 2029; the commission is expected to decide by January 2027.

Thurston County reports the season's first flu death
Thurston County, home to the state capital Olympia, reported on Oct. 7 its first flu-related death of the season; no details of the case were released. Health officials say influenza A activity is still low in Washington but is rising earlier than in recent years, and people 65 and older are among those at higher risk of serious illness and hospitalization. Passing soldiers stop a mother's knife attack on her daughters after an I-5 crash
On the morning of Oct. 5, after a crash on southbound I-5 near Joint Base Lewis-McChord in Pierce County, drivers stopped to help and the mother in the car suddenly pulled a knife and went after her daughter. Two Army sergeants and a National Guard combat medic who were passing by disarmed and restrained her; both girls were hospitalized and have since been released. The mother faces several counts including attempted murder, a judge ordered a mental health evaluation, and she is held without bail.

Starbucks lays off 51 in Washington and closes five stores
Seattle-based Starbucks told the state Employment Security Department it is laying off 51 people in Washington, including eight at headquarters who will leave between Nov. 14 and Dec. 4. The other 43, mostly baristas, worked at five stores already closed in Seattle, Redmond, Spokane and Vancouver, Wash.
Japanese American incarceration survivors join a 48-mile walk
During World War II the federal government forced about 120,000 Japanese Americans into incarceration camps; about two-thirds were US citizens. More than 80 years later, several survivors have joined a group walking 48 miles over four days from Seattle to Tacoma, passing Boeing Field and the ICE field office in Tukwila and ending at the Northwest ICE Processing Center in Tacoma. Organizers say the walk honors those who suffered then and stands with people in immigration detention now; one survivor, incarcerated at age 12, said she is very concerned about what she sees today.

South Seattle encampment cleared under an emergency order
An encampment at 42nd Avenue South and Beacon Avenue South in south Seattle began in 2024 as one car and some garbage and kept growing while nearby property owners asked for help for years. After a violent incident in September, the Seattle Department of Construction and Inspections deemed it an imminent threat to public safety and issued emergency orders on Sept. 29. Starting at 9 a.m. on Oct. 7, the city began clearing it, towing abandoned RVs and dismantling wooden structures while offering residents housing options.

American Customs
In the US, when a hurricane, snowstorm or heat wave is coming, officials often remind people to check on their neighbors, especially older people who live alone. Before Hurricane Isaias, the mayor of Pensacola, Florida, made the same public appeal.
Americans live spread out, and grown children often live far away. When disaster hits and power and roads go out, the first help often comes from next door, so checking on neighbors is treated as part of disaster preparation, not a pleasantry.
It is the same idea as the Chinese saying that a close neighbor beats a distant relative. The difference is that in the US you have to take the first step: swap phone numbers with neighbors in ordinary times, and call when the weather turns bad. Not speaking English is no obstacle; a nod and a hello is how it starts.
