西雅图税收10多年涨近三倍 负担转向大企业

Seattle's tax take nearly tripled in a dozen years, with a few big employers carrying more

一份由市中心协会和西雅图商会合作、经济研究公司ECOnorthwest做的报告10月5号发布：2013到2025年西雅图税收涨了172%，同期人口只增31%、就业增23%。企业缴的税占全市税收的比例，从2020年以前约55%，预计在2026年预算里升到68%，约16.5亿美元；而2020年3月到2025年3月西雅图少了2.4万个工作，金县其余地方多了2.1万个。商界担心大公司把扩张放到西雅图以外，市长威尔逊新提的预算没有开征新税。

A report by ECOnorthwest with the Downtown Seattle Association and the Seattle Metro Chamber, released Oct. 5, found Seattle's taxes grew 172% from 2013 to 2025 while population grew 31% and jobs 23%. Businesses' share of city taxes, about 55% through 2020, is projected at 68%, about $1.65 billion, in the 2026 budget, while Seattle lost 24,000 jobs between March 2020 and March 2025 and the rest of King County gained 21,000. Business leaders worry big employers will grow elsewhere; Mayor Wilson's proposed budget adds no new taxes.

12th and Jackson in the Chinatown-International District is a hot spot for felony drug cases

金县检察官办公室统计，今年一到7月全县共提起106宗贩毒重罪案，其中13宗与唐人街国际区第十二大道和杰克逊街路口有关，贝尔敦(Belltown)最多，有18宗。近80%案子涉及芬太尼或冰毒，同期全县已有446人吸毒过量死亡。常去唐人街买菜、喝早茶的长者，路过12街一带尽量结伴、白天走。

King County prosecutors filed 106 felony drug-dealing cases from January through July; 13 were tied to 12th Avenue and Jackson Street in the Chinatown-International District, behind Belltown's 18. Nearly 80% involved fentanyl or methamphetamine, and the county recorded 446 fatal overdoses in the same period. Elders who shop or have dim sum in Chinatown may want to walk the 12th Avenue area in company and in daylight.

奥本(Auburn)警方靠无人机抓获性侵嫌犯

Auburn police use a first-responder drone to help arrest a child-rape suspect

奥本(Auburn)警察局正在试用斯凯迪奥(Skydio)公司的「无人机先到现场」计划，试用期到10月9号。9月30号上午，警员找到嫌犯的车后，由无人机在空中跟踪，地面警员据此安排抓捕，一名21岁男子被平安带走，他涉嫌对未成年人三级强奸，以及以不正当目的与未成年人联系。家里有孩子的，平时要多留意孩子在跟谁来往。

Auburn police are trialing a Skydio drone-first-responder program through Oct. 9. On the morning of Sept. 30, after officers located the suspect's vehicle, a drone tracked him while officers planned the arrest, and a 21-year-old man was taken into custody without incident on suspicion of third-degree rape of a child and communicating with a minor for immoral purposes. Families with children should keep an eye on who their kids are in contact with.

A Mercer Island family speaks at Rare Family Day

默瑟岛(Mercer Island)的帕克斯夫妇(Casey and Effie Parks)有个10岁的儿子福特，患罕见的基因病CTNNB1综合征，要坐轮椅。10月2号他们在加州诺瓦托(Novato)的「罕见病家庭日」上做了15分钟主讲，台下几百人多是家有罕见病孩子的家庭，全场起立鼓掌。这个家庭日已经办了11年，家里有孩子患罕见病的，能在这类聚会上找到同路人。

Casey and Effie Parks of Mercer Island have a 10-year-old son, Ford, who has a rare genetic disorder called CTNNB1 Syndrome and uses a wheelchair. On Oct. 2 they gave a 15-minute keynote at Rare Family Day in Novato, California, to several hundred people, mostly families of children with rare diseases, and received a standing ovation. The event has run for 11 years; families of children with rare diseases can find others in the same situation there.

Japanese grocer Hashi Market takes over a former Amazon Fresh on Aurora

日本超市Hashi Market要在西雅图北部奥罗拉大道(Aurora Avenue N)13025号开第一家西雅图店，接手原亚马逊生鲜(Amazon Fresh)3.5万多平方英尺的店面。店里卖日本食品杂货，也有餐饮外订、生活用品和美妆家居用品，同一个商场里还有大创(Daiso)。今年1月亚马逊宣布关掉全美的生鲜店，东区费克托里亚(Factoria)的旧店面目前还空着。

Japanese grocer Hashi Market will open its first Seattle store at 13025 Aurora Avenue N, taking over a 35,715-square-foot former Amazon Fresh. It will sell groceries, catering, lifestyle items and beauty and home goods, in a strip mall that also has Daiso. Amazon announced in January it would close all its Fresh stores; the former location in Factoria remains vacant.

Washington's legislative maps could be redrawn again

2021年华州重画议会选区后，拉丁裔选民起诉，指控新地图让帕斯科(Pasco)和亚基马谷(Yakima Valley)的拉丁裔难以选出心仪的人选，联邦法官2024年批准了重新划的选区。共和党州众议员伊巴拉(Alex Ybarra)等人随后上诉；10月5号，联邦最高法院把案子发回第九巡回上诉法院，要按最高法院今年在路易斯安那州选区案里定下的新标准重新审视。今年的中期选举照用现有选区，若要改也在选后。

After Washington redrew its legislative districts in 2021, Latino voters sued, saying the maps kept Latinos in the Pasco area and Yakima Valley from electing candidates they preferred, and a federal judge approved new boundaries in 2024. State Rep. Alex Ybarra, a Republican, and other petitioners appealed, and on Oct. 5 the U.S. Supreme Court sent the case back to the Ninth Circuit to apply the standard from its Louisiana redistricting ruling. The 2026 midterms will use the current maps; any change would come later.
