Tennessee lethal injection fails; governor halts executions
Some U.S. states still have the death penalty, usually carried out by lethal injection. The AP reports that on Sept. 30 Tennessee injected pentobarbital into Christa Pike, on death row for killing a 19-year-old woman in 1995. She kept breathing for about an hour, did not die, and was taken to a hospital, where she remained in critical condition on Oct. 1. Gov. Bill Lee canceled the execution scheduled for Dec. 3 and ordered a third-party investigation.
COMMUNITY IMPACTIn the U.S., punishment is set state by state: some states keep the death penalty, others stopped long ago, and methods differ. Tennessee already called off an execution in May when officials could not set an IV line. For local Chinese seniors, the key to this story is that many big matters are not set nationally, and the rules differ from state to state.

Seattle police back pay miscalculated; city wants the overpayment back
Seattle's 2025 contract with its police union required retroactive pay for the period before the raises took effect. PubliCola reports that when the department calculated back pay for Jan. 1 to Aug. 27, 2024, it used 2020 as the baseline instead of 2024, so about 900 employees were overpaid a combined $13 million. One officer received $32,000 too much, and about 100 people got at least $20,000 extra. The mayor's office says it will bargain with the police union over how the money is repaid.
COMMUNITY IMPACTThe $13 million is city money, which means taxpayer money. According to the mayor's office, how union members repay must first be bargained, while non-union employees must repay under state law, so recovery may take time. For local Chinese families one point is worth keeping: wages an employer overpays can legally be recovered, so an unusual paycheck is worth asking about early.

More than 11,000 Washington immigrants lose Apple Health and food benefits
Apple Health is Washington's public health coverage for low-income residents. KIRO 7 reports that the federal H.R. 1, signed on July 4, 2025, excludes several groups of lawfully present immigrants — refugees, asylees, trafficking survivors and others — starting Oct. 1 this year, so more than 11,000 Washingtonians are losing health coverage and food benefits. About 14,000 were originally expected to be affected; state-level protections signed by the governor let about 3,000 keep their coverage.
COMMUNITY IMPACTKUOW reports that green card holders remain eligible; those affected are mainly refugees, asylees and others without green cards. The law also bars them from subsidized insurance starting in 2027, and full-price plans are out of reach for most families. Families with relatives in these categories should check eligibility with the state Health Care Authority soon.

Eight bats found at Puyallup elementary; two get rabies treatment
Edgerton Elementary in Puyallup has found eight bats since mid-September, and the health department advised rabies treatment for a staff member who touched a bat on Sept. 14 and a student with a possible exposure. Bats can carry rabies, so grandchildren who see one at school or at home must not touch or try to catch it. Anyone who had contact should tell the school and see a doctor right away; pest-control crews are sealing possible entry points this weekend.

Seattle councilmember criticizes drug dealing and stolen-goods trade in the CID
Seattle Councilmember Rob Saka has publicly criticized the city's response to drug dealing and a stolen-goods market around 12th Avenue South and South Jackson Street in the Chinatown-International District. He wants regular police patrols and more outreach by social workers from the city's crisis care department, and says he is pushing council funding for police and social services. Seniors who shop or eat in the area may want to go in daylight, with company, and keep an eye on their belongings.

Costco sued over 'sugar-free' label on Kirkland Signature electrolyte mix
Costco's Kirkland Signature electrolyte drink mix is labeled sugar-free, but its first ingredient is allulose. An Illinois shopper has filed a proposed class action in federal court in Western Washington, arguing that allulose counts as a sugar under federal and Illinois rules and the label misleads buyers; he seeks damages and a label correction. Seniors watching their blood sugar should read the ingredient list, not just the big words on the front.

Federal Title IX gender-identity protections rescinded; Washington law still protects students
A 2024 federal rule barred schools from discriminating against students based on sexual orientation and gender identity. The U.S. Department of Education announced on Sept. 28 that it has formally rescinded that rule. Washington state law has its own protections, so public school students remain covered; parents can check the state superintendent's office (OSPI) website for details.

Judge rules Roger Rogoff is western Washington's rightful U.S. attorney
In July, western Washington's federal judges appointed veteran prosecutor Roger Rogoff as U.S. attorney, and the president fired him less than an hour after he was sworn in. On Oct. 1, U.S. District Judge Stanley Bastian ruled from the bench that a court-appointed U.S. attorney cannot be removed unilaterally by the president, so Rogoff stays until a Senate-confirmed replacement takes office. The U.S. attorney prosecutes federal crimes in the region; the Justice Department says it will appeal.

American Customs
In the U.S., many rules that touch daily life are set by each state rather than nationally. Some states keep the death penalty and others stopped long ago; when the federal government cuts health coverage for some immigrants, a state can adopt its own protections — this time the governor signed state-level protections that let about 3,000 people keep Apple Health.
The U.S. was formed by a dozen-odd colonies that had each governed themselves; the states handed some powers to the federal government and kept the rest. That is why criminal law, driver's licenses, minimum wages and many details of health coverage are decided by the states.
China speaks of the whole country as one chessboard, with policy set centrally and carried out locally; the U.S. is more like each household keeping its own books. For seniors living in Washington, asking 'what are Washington's rules?' about health care, driving or benefits is often more useful than asking 'what are America's rules?'.
