Co-pilot stabs captain on Dubai–Israel flight
9月30号，迪拜航空(FlyDubai)一架从迪拜飞往以色列特拉维夫的波音737 MAX 8客机上，阿曼籍副驾驶持刀刺伤印度籍机长，飞机约一分钟内从3.3万英尺降到1.7万英尺。受伤的机长打开驾驶舱门，乘客和机组人员冲进去制服了副驾驶，飞机迫降沙特阿拉伯的塔布克，机上174人全部生还，受伤的机长情况稳定。据美联社报道，作案动机仍在调查。
On Sept. 30, the Omani co-pilot of a FlyDubai Boeing 737 Max 8 flying from Dubai to Tel Aviv stabbed the Indian captain, and the plane dropped from 33,000 to 17,000 feet in about a minute. The wounded captain opened the cockpit door, passengers and crew rushed in and subdued the co-pilot, and the plane made an emergency landing in Tabuk, Saudi Arabia, and all 174 people on board survived; the wounded captain is in stable condition. The AP reports the motive is still under investigation.

Family seeks $30 million from Seattle over police killing of man in mental health crisis
2025年3月19号，36岁的西雅图男子西伊(Urban Andrew Seay)出现心理危机、说了想轻生的话，妻子打911求助。警察在西南分局停车场找到他，他掏出折叠刀，警察多次喊他放下；他跑向一名警员时，主管下令使用非致命发射器，几乎同时另一名警员开枪，西伊当场死亡。据KIRO新闻电台报道，家属律师9月30号递交3000万美元索赔，认为警方本可先用电击枪或更早用发射器，也没按规定先缓和局势。
On March 19, 2025, Urban Andrew Seay, 36, of Seattle was in a mental health crisis and had made suicidal statements; his wife called 911. Officers found him in the Southwest Precinct parking lot, where he pulled out a folding knife and was told repeatedly to drop it; as he ran toward an officer, a supervisor ordered a less-lethal launcher used, and almost simultaneously another officer fired. Seay died at the scene. KIRO Newsradio reports that on Sept. 30 the family's attorneys filed a $30 million claim against the city, arguing police could have used a Taser or a less-lethal launcher first and did not follow the city's de-escalation policies.

Eight Washington casinos to close Nov. 30, about 850 jobs lost
总部在柯克兰(Kirkland)的Maverick博彩集团去年起处于破产保护中，旗下公司已致函州就业安全厅，将在11月30号关掉华州八家赌场，约850人失业，涉及埃弗里特(Everett)、莱克伍德(Lakewood)等地。家里有人在这些赌场当发牌员、收银员或厨师的，宜及早留意新工作，并向州就业安全厅了解失业救济。公司表示，若破产程序中找到新东家，关门可能取消或推迟。
Kirkland-based Maverick Gaming has been under bankruptcy protection since last year, and its Washington company has notified the state Employment Security Department that it will close eight casinos on Nov. 30, putting about 850 people out of work, in places including Everett and Lakewood. Families with a dealer, cashier or cook at these casinos should start looking early and ask the Employment Security Department about unemployment benefits. The company says the closures could be canceled or delayed if a new owner is found during bankruptcy.

Parasite outbreak tied to Bothell indoor pool sickens 14
隐孢子虫是一种会引起水样腹泻的寄生虫，金县公共卫生局9月30号公布，8月29到30号在博塞尔McMenamins Anderson School室内泳池游过泳的人当中，已有14例疑似病例，其中4例经化验确认。这种寄生虫很耐氯，泳池管理得再好也可能存活几天，带孙辈游泳要叮嘱别喝池水。症状一般在感染后两到10天出现，持续一到两周，多数身体健康的人不用治疗也会好。
Cryptosporidium is a parasite that causes watery diarrhea, and on Sept. 30 Public Health – Seattle & King County said 14 suspected cases, four of them lab-confirmed, have been linked to people who swam in the indoor pool at McMenamins Anderson School in Bothell on Aug. 29–30. The parasite is very resistant to chlorine and can survive for days even in a well-kept pool, so remind grandchildren not to swallow pool water. Symptoms usually start two to 10 days after infection and last one to two weeks; most healthy people recover without treatment.

Issaquah nonprofit connects veterans with free dental care

An Issaquah nonprofit called Everyone for Veterans connects eligible veterans and their spouses with volunteer dentists nationwide who provide free, comprehensive treatment. The group says only about 8% of veterans enrolled in VA health care qualify for VA dental benefits, so Chinese families with a veteran at home can search the group's name online to learn how to apply. One volunteer, Renton dentist Jacy Nelson, spent four years as a Navy dentist.

DIWA Filipino Film Festival screens 42 films in the Chinatown-International District this weekend
DIWA菲律宾电影节今年办到第十二届，10月3号、4号在国际区的陆荣昌亚洲博物馆(Wing Luke Museum)放映42部菲律宾裔创作者的电影和纪录片。片子分六个专场，主题包括家庭亲情、移民故事和幽默，与华人移民的经历多有相通，祖孙一起看能聊出不少话题，入场需购票。其中一部片子讲导演寻找祖父1967年拍的一部恶搞电影，也借此认识从未真正了解过的祖父。
The DIWA Filipino Film Festival, now in its 12th year, screens 42 films and documentaries by Filipino creators at the Wing Luke Museum in the Chinatown-International District on Oct. 3 and 4. The films run in six programs on themes including family bonds, migrant stories and humor, which have much in common with Chinese immigrant experience and give grandparents and grandchildren plenty to talk about; tickets are required. One follows the director's search for a 1967 parody film her grandfather made, and for the grandfather she never really knew.

Washington has more than 90 space companies employing over 13,000 people, and about two-thirds of the world's operating satellites are built in the state. On Sept. 28 Gov. Bob Ferguson signed an executive order creating a 23-member Governor's Space Council to advise the state on staying a leader in the commercial space industry and to study commercial launch capabilities in Washington. Members include Kent Mayor Dana Ralph and leaders from Kent-based Blue Origin and Amazon's satellite unit in Redmond, a signal worth watching for children of Chinese families working in aerospace.

金县吸毒过量死亡人数比去年少一半多
King County overdose deaths down by more than half
金县检察官办公室公布，今年一到7月，金县确认的吸毒过量死亡为446人，去年同期超过900人。死亡人数明显下降，说明街头毒品造成的伤亡在减少，但家里有年轻人的仍要留意孩子接触的药物。检察官办公室说，今年已提起106宗重罪贩毒案，执法重点放在毒品集中交易的地段。
The King County Prosecuting Attorney's Office says confirmed fatal overdoses in the county fell to 446 from January through July this year, down from more than 900 in the same period last year. The sharp drop means street drugs are killing fewer people, though families with young people should still watch what their children are exposed to. The office says it has filed 106 felony drug-dealing cases this year as law enforcement targets major distribution areas.

美国文化一则American Customs
在华州，想向市政府、县政府讨个说法、要求赔偿，通常不能直接上法院告，第一步是先向政府递一份正式的「索赔申请」(claim)，写清楚出了什么事、要赔多少。在西雅图，市政府有60天时间答复，期满之后才能正式起诉。
In Washington state, if you want compensation from a city or county government, you usually cannot go straight to court. The first step is to file a formal claim with the government, stating what happened and how much you are asking for. In Seattle the city has 60 days to respond, and only after that can a lawsuit be filed.
这套先递索赔、再等答复的做法，道理是给政府一个先调查、先和解的机会，也免得法院被本可庭外解决的事塞满。对普通人来说，它像一道必经的门槛，各地的期限和要求不同，要先查清楚。
The logic of filing a claim and waiting for a response is to give the government a chance to investigate and settle first, and to keep courts from filling up with disputes that could be resolved outside them. For ordinary people it is a required doorway, and deadlines and requirements vary by place, so check them first.
中国人讲「先礼后兵」：有了纠纷先上门说理，说不通再见官。美国的索赔程序，其实就是把「先礼后兵」写进了法律。遇到和政府部门的纠纷，长辈可以先请子女帮忙查清楚递索赔的期限。
Chinese people say 'courtesy first, force second': in a dispute you first go and reason with the other side, and only then go to the authorities. The American claim process writes that idea into law. If an older person has a dispute with a government agency, they can ask their children to look up the deadline for filing a claim first.
