Property management firms are the middlemen who collect rent, find tenants and handle repairs, and many out-of-town landlords rely on them entirely. West Seattle Blog reported on Sept. 28 that West Seattle-based Dwellings Seattle stopped passing rent to owners in recent months and went silent after closing in early September; many landlords say more than $1 million has been withheld, the firm's state real estate license has been canceled, and Seattle Police and other agencies are investigating. Chinese landlords who use a management company should check each month that rent has arrived, and if payments lag, look up the firm's license, keep records and report it early.

塔科马在西雅图以南，是皮尔斯县(Pierce County)最大的城市。据科莫新闻(KOMO)9月28号报道，周日下午两点38分左右，警察被派往南八街与南史蒂文斯街(S. 8th St & S. Stevens St)一户人家处理家暴报警，3.09分到场，三点56分现场传出枪声，一名男子被警察开枪打死，警察无人受伤，华州已介入调查。家里若有人动手，先离开到安全的地方再拨911，把地址、有没有武器说清楚。

Tacoma, south of Seattle, is the largest city in Pierce County. KOMO reported on Sept. 28 that at about 2:38 p.m. Sunday officers were sent to a home at South 8th and South Stevens streets for a reported domestic assault; they arrived at 3:09, shots were reported at 3:56, and a man was shot and killed by police. No officers were hurt, and the state is investigating. If someone at home turns violent, get to a safe place first, then call 911 and give the address and whether there is a weapon.

移民海关执法局(ICE)的民事执法，指的是抓捕、拘留没有合法身份的人，属于联邦权力，地方警察无权把它挡在市有物业之外。据《伦顿记者报》9月28号报道，伦顿市议会9月21号以四票赞成通过一项动议，要求市府着手禁止移民海关执法局在市政建筑和市有物业进行民事移民执法，一名议员弃权；提案的议员希望参照华州的口罩规定，把它定为民事违规，给执法多设一道障碍；也有议员提醒，这类禁令很难执行，不能让移民误以为进了市政厅就安全。在伦顿办事的新移民家庭，遇到自称移民海关执法局的人盘查，可请对方出示证件和相关命令。

ICE civil enforcement means arresting and detaining people without legal status; it is a federal power, and local police cannot keep it off city property. The Renton Reporter reported on Sept. 28 that on Sept. 21 the Renton City Council voted 4 in favor, with one abstention, on a motion for the city to ban ICE civil immigration activity in city buildings and on city property; the sponsor hopes to make it a civil offense, like the state's mask policy, as an extra barrier. Some council members warned such a ban is hard to enforce and should not give immigrants the false impression that city hall is safe. Immigrant families doing business in Renton who are stopped by someone claiming to be ICE can ask to see identification and the relevant order.

关继威(Ke Huy Quan)是越南华裔演员，小时候演过《夺宝奇兵》里的小童星，2023年凭《瞬息全宇宙》拿下奥斯卡最佳男配角。据《西北亚洲周报》9月28号报道，他9月24号在西雅图的讲座场馆城镇厅(Town Hall Seattle)谈新出的回忆录，讲到1978年全家从越南出逃、在香港难民营住过一阵、后来落脚加州的经历。自己当过移民、吃过苦的长辈，读他的故事多半会有共鸣，英文书名叫《Never Say Die》。

Ke Huy Quan is an ethnic Chinese actor from Vietnam who played a child star in Indiana Jones and the Temple of Doom and won the 2023 Oscar for best supporting actor for Everything Everywhere All at Once. Northwest Asian Weekly reported on Sept. 28 that he spoke about his new memoir at Seattle's Town Hall on Sept. 24, describing his family's escape from Vietnam starting in 1978, time in a Hong Kong refugee camp and eventual settling in California. Older immigrants who have known hardship may find much of themselves in his story; the English title is Never Say Die.

克莱德山是紧挨贝尔维尤(Bellevue)的富人小城，州法要求每个城市在长期规划里为各收入层的人留出住房。据《城市主义者》(The Urbanist)9月28号报道，土地规划团体Futurewise对克莱德山新通过的总体规划提出上诉，指它没说清怎么落实可负担房；为和解、避免州增长管理听证委员会开庭，该市规划委员会9月24号把一项方案送交市议会：屋主若在自家盖一间附属小屋、出租给收入在县中位收入50%以下的家庭、为期20年，或一次交40万美元，房屋占地比例上限就能从30%提高到40%。克莱德山的屋主若想扩建可以留意，最终要等市议会表决。

Clyde Hill is a wealthy small city next to Bellevue, and state law requires every city to plan for housing at all income levels. The Urbanist reported on Sept. 28 that the land-use group Futurewise appealed Clyde Hill's newly adopted comprehensive plan, saying it did not show how affordable housing would be achieved. To settle and avoid a hearing before the state Growth Management Hearings Board, the city's planning commission on Sept. 24 sent the council a proposal: owners who build an accessory unit rented at or below 50% of county median income for 20 years, or pay a flat $400,000, could raise their lot coverage cap from 30% to 40%. Clyde Hill owners thinking of expanding may want to watch it; the council still has to vote.

Toys R Us returns to three Western Washington malls in October

玩具反斗城(Toys R Us)是美国老牌玩具连锁店，2018年前后申请破产，本地一带16家玩具反斗城和宝宝反斗城门店陆续关门，其中包括贝尔维尤和塔奎拉(Tukwila)的店。据《西雅图时报》9月28号报道，它预计10月在普亚勒普(Puyallup)南山商场、奥本(Auburn)西雅图奥特莱斯和华州温哥华(Vancouver)商场重新开店，新店预计比过去小，其中普亚勒普的新店只有5000平方英尺，过去那家有3.1万平方英尺。给孙辈挑圣诞礼物的长辈多了个去处，不过东区这次没有新店。

Toys R Us, the longtime American toy chain, went through bankruptcy around 2018 and closed its 16 Toys R Us and Babies R Us stores in the area, including in Bellevue and Tukwila. The Seattle Times reported on Sept. 28 that it expects to reopen in October at South Hill Mall in Puyallup, the Outlet Collection Seattle in Auburn and Vancouver Mall, with smaller stores expected; the new Puyallup store is 5,000 square feet, down from 31,000. Grandparents shopping for holiday gifts will have another option, though none of the new stores is on the Eastside.
