Nor'easter slams East Coast; falling tree kills man in New York
CBS News reported on Sept. 27 that a nor'easter began lashing the East Coast on Saturday and is expected to last through Tuesday, affecting New York, New Jersey, Pennsylvania, Maryland, Virginia, Massachusetts and other states. A 56-year-old man in Brooklyn was killed by a falling tree; about 100,000 customers across the region lost power, and Boston Logan had canceled 260 flights by early Saturday evening. Gusts reached about 60 mph on the New Jersey and Delaware coasts, above 70 mph in places.
COMMUNITY IMPACTA nor'easter is a common fall and winter storm on the East Coast, blowing in from the ocean to the northeast with heavy rain, strong wind and coastal flooding. Many local Chinese families have children or grandchildren studying or working around New York and Boston; check in with them this week, and anyone flying east soon should confirm the flight before leaving.

Seattle budget would cut fire overtime; union says response will slow
Seattle Mayor Katie Wilson's proposed budget would cut about $7.1 million from the fire department's overtime fund. KING 5 and KOMO reported on Sept. 25 that the department relies on overtime to meet its daily minimum staffing; the union says the cut would lower that minimum from 222 to 209 firefighters and leave four to six units out of service each day. The mayor's office said the department must manage staffing within available resources.
COMMUNITY IMPACTIn Seattle, firefighters are often first to arrive on medical calls such as heart attacks, strokes and falls. With fewer units on duty each day, some neighborhoods could wait longer for help. The council votes on the budget before year-end; families with older relatives should keep a medical history and medication list somewhere easy to find.

Vacant Lake City drugstore may become an emergency center
The Seattle Times reported on Sept. 25 that a Walgreens in north Seattle's Lake City, closed since November 2023, may be converted by The Boldt Group, a Wisconsin healthcare real-estate firm, into an emergency department and urgent care center of about 14,000 square feet with an ambulance bay, X-ray and labs. Recent permit filings show the company is under contract to buy the property. The nearest emergency department is a UW Medical Center campus in Northgate, about 4 miles away.
COMMUNITY IMPACTThe Seattle area has lost many pharmacies and grocery stores in recent years, so in some older neighborhoods getting a prescription or emergency care means a longer drive. Turning an empty store into an emergency center shortens that trip. Seniors should find out ahead of time where the nearest emergency room and urgent care clinic are and when they close.

Repeal of Washington's millionaires' tax goes to voters Nov. 3
Washington passed a law this year taxing the portion of personal income above $1 million at 9.9%, a first for a state with no income tax; Initiative 645, filed by opponents to repeal it, is on the Nov. 3 ballot. Collection would begin in 2029, and the money is earmarked for school meals, child care and early learning, tax credits for working families and small-business tax relief; and households under $1 million a year do not pay it, but all voters decide whether it stays. Naturalized seniors can read the state voters' pamphlet mailed to their homes, which prints both sides' arguments.

Seattle schools contract: about 10% raises over three years; readers grade both sides
After months of bargaining, Seattle Public Schools and its teachers union reached a deal near 11 p.m. the night before school began; the contract runs from Sept. 1, 2026, to Aug. 31, 2029, with raises of about 10% over three years. It guarantees a full-time counselor or social worker at elementary schools with more than 350 students and adds psychologists and nurses, changes families with grandchildren in the district will notice. More than 250 Seattle Times readers graded the talks; about 28% gave the district an A and 29% a B, many praising Superintendent Ben Shuldiner's candor, while the union drew much lower grades.

Chinatown-International District Night Market marks its 19th year with 100-plus vendors
Seattle's Chinatown-International District Night Market ran from 1 to 9 p.m. yesterday, Saturday, Sept. 26, around Hing Hay Park, its 19th year, with more than 100 vendors selling street food and crafts plus live cultural performances. The market was canceled in 2023 because of rising costs and has since returned with Amazon's sponsorship, a chance for the neighborhood's small restaurants and shops to draw customers. Organizers also set up a self-guided food walk through storefront businesses, which stay open year-round.

Sound Transit extends CEO Dow Constantine's contract three years
Sound Transit runs greater Seattle's light rail and regional express service, and former King County Executive Dow Constantine has been its CEO since April 2025; local media reported on Sept. 25 that the board unanimously extended his contract three years, through 2029, with two optional one-year extensions. Starting April 1, 2027, his base salary will be $490,086, with 4% annual adjustments. The agency's ST3 expansion is badly delayed, with Ballard light rail possibly 25 years behind schedule, so progress under the new contract is worth watching.

American Customs
In the U.S., someone who suddenly feels unwell has three places to go: a family doctor's office, which needs an appointment; an urgent care clinic, which takes walk-ins for problems that are not life-threatening such as a fever, a sprain or a small cut; and an emergency room, open around the clock for serious conditions such as chest pain, a stroke or major injury. The Lake City proposal would put an emergency department and urgent care in the same building.
Emergency rooms treat patients by severity, not arrival order, so a minor problem can mean a long wait and a much bigger bill. Americans learn to sort by urgency: see the family doctor for what can wait, urgent care for what cannot wait but is not life-threatening, and call 911 or go to the ER for anything life-threatening.
An old Chinese saying says treatment must match the illness; here, the door must match it too. In China one big hospital handles both routine visits and emergencies, while here they are separate doors. Knowing the nearest urgent care and emergency room matters as much as knowing where the house keys are.

Word of the Day
urgent care
A walk-in clinic for illnesses and injuries that need prompt care but are not life-threatening.
It's just a sprain, so let's go to urgent care instead of the ER.
When you have a fever or twist an ankle at night or on a weekend and your doctor's office is closed, say "let's go to urgent care" and your family will know what you mean.
