Supreme Court allows Social Security data to be used to check voters' citizenship
联邦有个叫SAVE的数据系统，40年前建来核查非公民能否领公共福利；国土安全部去年首次把它接上社安局的记录，让各州可以成批核查选民是否为公民，政府称已核查26个州6500多万名选民。6月，联邦地区法官认为这样做违反隐私等法律，下令叫停。据全国公共广播电台(NPR)报道，最高法院9月25号发出紧急令，暂时恢复使用，三位大法官反对。
SAVE is a federal data system built about 40 years ago to check whether noncitizens qualify for public benefits. Last year the Department of Homeland Security linked it to Social Security records for the first time, letting states check voter rolls for citizenship in bulk; the government says it has checked more than 65 million voters in 26 states. In June a federal district judge blocked it, finding it violated privacy and other laws. NPR reported that on Sept. 25 the Supreme Court issued an emergency order reviving it for now, with three justices dissenting.

First fall storm knocks out power to 60,000-plus in western Washington
据科莫新闻(KOMO)和KING 5电视台报道，9月25号星期五，入秋第一场风暴带着大风和持续降雨经过西华州，当天下午西华州一度有6万多户停电。普吉湾能源公司(Puget Sound Energy)下午两点15分有5.4万多户断电，傍晚六点45分仍有4.1万多户，多在奥林匹亚(Olympia)一带和塔科马(Tacoma)附近；奥林匹亚机场阵风达每小时54英里。
KOMO and KING 5 reported that on Friday, Sept. 25, the first storm of fall brought strong wind and steady rain across western Washington, and more than 60,000 customers statewide lost power that afternoon. Puget Sound Energy had more than 54,000 customers out at 2:15 p.m. and more than 41,000 still out at 6:45 p.m., mostly around Olympia and near Tacoma. Gusts reached 54 mph at Olympia Regional Airport.

Justice Department offers grants to local police who help enforce immigration law
华州2019年通过《让华盛顿继续工作法》(Keep Washington Working Act)，限制地方警察参与联邦移民执法。据贝尔维尤报(Bellevue Reporter)报道，联邦司法部9月24号宣布设立2500万美元专项补助，每个警察机构最多可得50万美元，用于协助抓捕犯罪的非法移民等工作；申请10月20号截止，预计12月公布约50笔。华州总检察长办公室表示，司法部对华州的说法不实。
In 2019 Washington passed the Keep Washington Working Act, which limits local police involvement in federal immigration enforcement. The Bellevue Reporter reported that on Sept. 24 the Justice Department announced a $25 million grant program, up to $500,000 per police agency, for work such as helping arrest people unlawfully present who have committed crimes. Applications close Oct. 20, and about 50 awards are expected in December. The state Attorney General's Office said the department's description of Washington was false.

西雅图市长威尔逊(Katie Wilson)此前提出的2027至2028年预算总额91亿美元，要在不加税、不动储备金的情况下补上1.75亿美元的缺口，市议会已开始审议。预算每年削减约5000万美元一般开支、裁撤128个职位，另挪用约5000万美元的就业税(JumpStart)收入补缺口，市民对哪项该留、哪项该砍有意见，可以当面说。10月6号和11月5号各有一场公开听证，下午一点起远程发言，傍晚五点起现场发言。
Seattle Mayor Katie Wilson's proposed $9.1 billion budget for 2027-2028 would close a $175 million gap without new taxes or dipping into reserves, and the City Council has begun its review. The plan trims about $50 million a year in general spending and 128 positions and shifts about $50 million in JumpStart payroll-tax revenue to cover the gap, and residents who have views on what to keep or cut can say so in person. Public hearings are on Oct. 6 and Nov. 5, with remote comment from 1 p.m. and in-person comment from 5 p.m.

Driver gets 41 months for fatal Ballard hit-and-run
2025年2月，一名当时18岁的司机在西雅图巴拉德(Ballard)撞死一名正在过路口的39岁行人后逃逸，后来因把卡车送去修理才被查到。9月25号，已经20岁的司机被判41个月，高于控辩双方商定的31个月，是初犯能判的最高刑期。老人过马路宜走有信号灯的路口，天黑时穿浅色衣服，让司机看得见。
In February 2025 a driver, then 18, struck and killed a 39-year-old pedestrian crossing an intersection in Seattle's Ballard neighborhood and drove off; he was caught after taking his truck in for repairs. On Sept. 25 the driver, now 20, was sentenced to 41 months, above the 31 months both sides had recommended and the highest possible for a first-time offender. Seniors should cross at signalized intersections and wear light colors after dark so drivers can see them.

Renton School District offers free student heart screenings Oct. 7
伦顿学区(Renton School District)与华州的Nick of Time基金会合作，10月7号上午七点半到下午两点，在伦顿高中体育馆为区内12到24岁的学生免费做心电图检查。这项检查约十分钟、不疼，目的是查出孩子身上没被发现的心脏问题，常运动的学生尤其建议去。家里有孙辈在伦顿读初中、高中的，要先上学区网站报名，塔利、林德伯格和黑曾三所高中当天有车接送。
The Renton School District and the Washington-based Nick of Time Foundation will offer free EKG heart screenings to district students ages 12 to 24 on Oct. 7, 7:30 a.m. to 2 p.m., in the Renton High School gym. The test takes about 10 minutes, is painless and aims to catch undiagnosed heart conditions, and students who play sports are especially encouraged. Families with grandchildren in Renton middle or high schools should register on the district website; buses will run from Talley, Lindbergh and Hazen high schools.

金县设多莉 · 帕顿日 免费童书计划重回金县
King County marks Dolly Parton Day as her free book program returns
美国乡村歌手多莉·帕顿(Dolly Parton)上个月去世，金县议会把9月25号定为「多莉·帕顿朝九晚5日」。她生前创办的「想象图书馆」(Imagination Library)是免费寄书计划，给零到五岁的孩子寄童书，这次与本地儿童识字机构Page Ahead合作，恢复为金县家庭服务。家里有学龄前孙辈的，可以上imaginationlibrary.com登记，书直接寄到家里。
Country singer Dolly Parton died last month, and the King County Council proclaimed Sept. 25 'Dolly Parton 9 to 5 Day'. Her Imagination Library, a free program that mails children's books to kids ages 0 to 5, is restoring service to King County through the local literacy group Page Ahead. Families with preschool grandchildren can sign up at imaginationlibrary.com and the books arrive by mail.

美国文化一则American Customs
美国的城市定预算，市议会要开公开听证会，任何居民都可以报名，在规定时间里说几分钟，也可以远程连线发言；不需要是专家，也不需要认识议员。西雅图这次审市长的2年预算，10月6号和11月5号各有一场听证，另有几次常规的公众发言时段。
When an American city sets its budget, the council holds public hearings where any resident can sign up and speak for a few minutes, in person or remotely; no expertise and no connection to a council member are needed. For the mayor's two-year budget, Seattle has hearings on Oct. 6 and Nov. 5, plus several regular public comment sessions.
花的是居民交的税，议员是居民选出来的，所以定预算之前，要当面听居民怎么说。每个人的发言都记录在案，议员表决前要看。发言的人多了，某一项开支是留还是砍，就可能跟着改。
The money comes from residents' taxes and council members are elected by residents, so before a budget is set they have to hear residents directly. Each comment goes on the record for members to consider before they vote, and when enough people speak, a line item can be kept or cut as a result.
咱们老话讲「众人拾柴火焰高」，村里修路、分地，也要开会商量。美国把这个商量搬进了市政厅，规矩定得更细：几点开始、每人几分钟，都事先公布。
An old Chinese saying holds that when everyone adds firewood the flame burns higher, and villages have long met to talk over a new road or dividing land. The U.S. moves that discussion into city hall with tighter rules: the start time and how many minutes each person gets are posted in advance.
