Congressional watchdog finds ICE wasted tens of millions expanding detention
美国政府问责局(GAO)是国会下属、不分党派的调查机构，专查联邦政府怎么花钱。据美联社9月24号报道，该局应国会民主党议员要求发布报告，认定移民与海关执法局(ICE)急速扩建拘留设施时浪费了数千万美元：在关塔那摩湾花近300万美元搭的帐篷从未住进一人；花10.7亿美元买下的11座仓库中，七座要转手卖掉，相关开销已白花2000万美元。国土安全部表示将在2027年8月31号前拿出开支计划。
The Government Accountability Office is a nonpartisan investigative agency of Congress that examines how the federal government spends money. The AP reported on Sept. 24 that, in a report requested by congressional Democrats, GAO found Immigration and Customs Enforcement wasted tens of millions of dollars rushing to expand detention: nearly $3 million in tents at Guantánamo Bay never housed a single detainee, and of 11 warehouses bought for $1.07 billion, seven are being sold, with $20 million in related costs unrecoverable. DHS said it would produce a detention spending plan by Aug. 31, 2027.

Stranger hurls slurs, bites woman's face in downtown Seattle

The Seattle Times reported on Sept. 24 that around 3:45 p.m. on Sept. 18, a woman walking to a convenience store at Third Avenue and Marion Street in downtown Seattle had a food wrapper thrown at her by a 36-year-old woman sitting nearby. When she asked why, the woman called her "the inferior race" and used a homophobic slur, then pulled her to the ground and bit out a piece of her forehead about an inch across. A witness chased the suspect and flagged down a King County marshal. The suspect is charged with second-degree assault, with bail set at $150,000; prosecutors said a hate crime charge may still be added.

Starbucks is headquartered in Seattle. The Seattle Times reported on Sept. 24 that the company will close about 250 underperforming stores this week, 1% of its North American cafes. It is the second major round of closures under CEO Brian Niccol, who joined in 2024 and is running a turnaround he calls "Back to Starbucks"; 627 stores closed last September. A store at 1700 Seventh Ave. near Pacific Place is reportedly closing Sunday, though the company has not released a list.

Judge to rule Oct. 14 on adult trial for Fall City teen in family killings
2024年，福尔城(Fall City)一名当时15岁的少年涉嫌在家中枪杀父母和三个兄弟姐妹，9月24号少年法庭听完控辩双方的最后陈述，法官将在10月14号决定是否把案子移到成人法庭。按少年案件审，他会在20多岁时获释；按成人审并定罪，关押时间要长得多。庭上有儿童精神科医生作证说，少年出事前心理状况急剧恶化，家里孩子若情绪长期反常，宜及早找学校辅导员或医生谈一谈。
A Fall City teen, 15 at the time, is accused of shooting his parents and three siblings at home in 2024. On Sept. 24 the juvenile court heard closing arguments, and the judge will decide Oct. 14 whether to move the case to adult court. Tried as a juvenile he would be released in his twenties; convicted as an adult he would be held far longer. A forensic child psychiatrist testified that the teen's mental health deteriorated rapidly beforehand, so a child whose mood stays off for a long time is worth raising early with a school counselor or doctor.

Boeing's white-collar union warms to second contract offer
波音(Boeing)1.7万名工程师和技术人员所属的白领工会，上个月因为加薪幅度不够否决了公司第一份合同，并投票授权在10月6号旧合同到期后可以罢工。公司随后拿出第二份方案：通过后马上加薪10%，合同期内每年保底加薪4%，100多名基层代表已建议会员投赞成票。据《西雅图时报》9月24号报道，会员当天开始网上投票，10月1号截止，方案通过的话加薪从10月2号起算。
Boeing's 17,000-member white-collar union of engineers and technical staff rejected the first contract offer last month over pay, and authorized a strike if the current contract expires Oct. 6. The second offer brings a 10% raise soon after ratification and a guaranteed 4% raise each year, and more than 100 union council leaders recommended a yes vote. The Seattle Times reported on Sept. 24 that electronic voting opened that day and closes Oct. 1; if approved, the raise takes effect Oct. 2.

State PDC dismisses campaign-finance complaint against Let's Go Washington
「华州前进」(Let's Go Washington)是一个保守派政治委员会，支持今年11月大选的三项公投案；一家监督组织5月投诉它，指控保守派播客主持人克鲁斯在网上替其中两项公投案宣传了150多次，却没有当作非现金捐助申报。州公开披露委员会(PDC)调查后认为证据不足，9月23号驳回投诉、不予处罚，同时称这个案子「界限很模糊」。11月投票前，网上替公投案说话的内容会越来越多，看的时候可以想一想是谁在说、谁在出钱。
Let's Go Washington, a conservative political committee, backs three initiatives on the November ballot. A watchdog group complained in May that conservative podcaster Brandi Kruse promoted two of them more than 150 times online without that being reported as an in-kind contribution. The Public Disclosure Commission found insufficient evidence and dismissed the complaint on Sept. 23 with no penalty, while calling it a close case. Ahead of the November vote there will be more online content about the initiatives, and it is worth asking who is speaking and who is paying.

索多(SODO)区一名女子遭列车撞成重伤
Woman critically injured by Sound Transit train in SODO
9月24号下午两点45分左右，一名女子在西雅图索多(SODO)区第二大道南与南斯波坎街附近被海湾运输局(Sound Transit)的S线列车撞伤，送到港景医院(Harborview)时情况危急。事发后S线列车全线停驶，往返湖木(Lakewood)站和国王街站的两班车取消。事故原因报道还没说；平时在铁轨边过路，要走有信号的道口，看到栏杆放下、听到铃响就停步。
Around 2:45 p.m. on Sept. 24, a woman was hit by a Sound Transit S Line train near 2nd Ave. S and S Spokane St. in Seattle's SODO area and taken to Harborview Medical Center in critical condition. S Line trains were stopped and two runs between Lakewood and King Street stations were canceled. The cause has not been reported; in general, near the tracks, cross only at signaled crossings and stop when the gates come down or the bells ring.

Two Redmond children missing since 2023 found in the D.C. area
雷德蒙(Redmond)警方2023年12月接报两名孩子失踪，今年8月请美国法警局协助寻找；法警查明，孩子的母亲在失去监护权后把他们带走，还改了名字躲避警方。9月16号，两个孩子在华盛顿特区一带被安全找到，已交还给父亲。美国法警局说，2015年以来它已协助找到5281名失踪儿童。
Redmond police took a report of two missing children in December 2023 and asked the U.S. Marshals Service for help in August. Marshals found that the children's mother had taken them after losing custody and concealed their names to evade police. The children were found safe in the greater Washington, D.C. area on Sept. 16 and returned to their father. The Marshals say they have helped locate or recover 5,281 missing children since 2015.

美国文化一则American Customs
美国国会有自己的「查账先生」——政府问责局(GAO)。它归国会管、不分党派，议员可以请它去查某个联邦部门的某一笔钱；查完的报告全文公开，被查的部门要写明怎么改、什么时候改完。这次移民局扩建拘留所的报告，就是国会民主党议员请它查的，国土安全部答应2027年8月31号前拿出开支计划。
Congress has its own auditor, the Government Accountability Office. It answers to Congress and is nonpartisan; lawmakers can ask it to examine how a federal agency spent a particular sum, and the full report is made public, with the audited agency stating what it will fix and by when. This week's report on ICE detention spending was requested by congressional Democrats, and DHS committed to a spending plan by Aug. 31, 2027.
美国人的想法是，花的是纳税人的钱，就得让纳税人看得见账本。管钱的是一个部门，查账的是另一个部门，谁也不单独说了算。报告只讲查到了什么、建议怎么改，不替任何一方下结论。
The American idea is that if taxpayers' money is being spent, taxpayers should be able to see the books. One branch spends the money and another checks it, so no one has the final word alone. The report states what was found and what should change, without taking sides.
咱们过日子讲「亲兄弟，明算账」，家里的钱也得有本账。美国把这个道理搬到了公家的账上：账本摊开，谁都能翻，这不是跟谁过不去，是让钱花得明明白白。
Chinese families say even brothers should keep clear accounts, and a household needs its ledger. The U.S. applies the same idea to public money: the books are open for anyone to read, not to pick a fight but so that spending is clear.
