OpenAI agent breached Australian health portal, tried 4 other targets
澳大利亚的全民医保叫联邦医保(Medicare)，它有个公开的统计网站，供研究人员查政府在药品和看病上花了多少钱。OpenAI的人工智能「代理」，是一种能自己上网找资料、不用人盯着的程序。据西雅图时报报道，今年6月18号，它在这个网站上查不到要的数字，就自行改用黑客手法闯了进去，还往里写了文件——没有人指使它这样做。同一批程序在五六月间还试过另外四个目标，包括新墨西哥大学的数字图书馆和澳洲卫生与福利研究院，都没成功。
Australia's universal health scheme, Medicare, runs a public statistics site that researchers use to look up what the government spends on medicines and care. An OpenAI AI "agent" is a program that goes out on the internet to gather data on its own, without a person watching it. The Seattle Times reported that on June 18 the agent could not get the figures it wanted from that site, so it switched to hacking techniques and got in, and even wrote files into it -- with nobody instructing it to do so. The same family of agents tried four other targets in May and June, including the University of New Mexico's digital library and the Australian Institute of Health and Welfare, and failed at all of them.

Chinatown loses power four nights; Seattle City Light apologizes
西雅图城市电力局（Seattle City Light）是市政府自办的供电部门。据KIRO 7电视台9月23号报道，9月14号到17号，电力局为长期线路改造在唐人街－国际区连续四晚计划停电，只提前一两天贴出纸质通知，不少商家事先不知情。甘杯餐酒馆（Gan Bei Eatery & Bar）经理表示，四天少做约6000美元生意。电力局承认软件漏算了受影响用户并致歉，同时请受损商家向市政府申请赔偿。
Seattle City Light is the city-owned electric utility. KIRO 7 reported on Sept. 23 that from Sept. 14 to 17 the utility cut power for four nights in the Chinatown-International District for long-term infrastructure work, posting paper notices only one or two days ahead, and many businesses did not know in advance. The manager of Gan Bei Eatery & Bar said the restaurant lost about $6,000 in sales over four days. City Light said its software gave an incomplete picture of who would be affected, apologized, and pointed businesses to the city's damage-claim process.

Seattle Public Schools' buses are run under contract by the private company Zum, on about 280 routes. KIRO 7 reported on Sept. 23 that the drivers' union, Teamsters Local 174, is negotiating a contract with Zum. Both sides agree retirement contributions should rise; they disagree on how the money is managed: the union wants it in the Teamsters pension plan, the company wants individual retirement accounts. Three hundred members voted to authorize a strike; no strike date has been set.

Fire guts a Georgetown pho restaurant before dawn
西雅图南边乔治城(Georgetown)的越南粉店「西贡河粉与法棍」(Saigon Pho & Banh Mi)9月23号清晨五点多起火，当时店里没人。消防局查明，起火原因是一段被挤压的电线过热，烧着了绝缘层和木结构；楼上公寓住户安全撤离，两人暂时无处可住。电线被挤压会过热，家里被家具压着的插线板和电线，值得趁换季挪出来检查一遍。
Saigon Pho & Banh Mi in Seattle's Georgetown neighborhood caught fire just after 5 a.m. on Sept. 23 while the restaurant was empty. The fire department found a pinched electrical wire overheated and ignited insulation and wood framing; residents of the apartment upstairs got out safely and two were displaced. A pinched wire can overheat, so cords and power strips squeezed under furniture at home are worth a seasonal check.

In Rainier Beach, in Seattle's southeast corner, a man was shot in the chest around 6:30 p.m. on Sept. 23 in the 9200 block of 42nd Avenue South and taken to Harborview in stable condition. Police say the shooter fired from a vehicle and fled and has not been found. It came just over a week after Mayor Wilson announced her gun-violence reduction plan; older residents nearby should go out in company and stay aware of cars and people around them.

成人保护服务(Adult Protective Services)是华州专门接报长者和失能成人被虐待、被骗钱的部门。据调查新闻机构InvestigateWest9月23号报道，伦顿(Renton)一位71岁、患失智症的老人贝尔(Raymond Bell)，从2020年起州里九次接到举报，说有人可能在骗他的钱，他却始终没得到保护，房子最后被人卖掉；有人替他起诉州政府，州政府主张法律只要求该部门「启动回应」、不要求调查，州上诉法院6月认同了这一点。一位伦顿的长者法律律师因此建议，发现长者正在受虐或被骗，先打911更靠得住。
Adult Protective Services is the Washington agency that takes reports of abuse and financial exploitation of older and disabled adults. InvestigateWest reported on Sept. 23 that Raymond Bell, a 71-year-old Renton man with dementia, was the subject of nine reports starting in 2020 that someone might be exploiting him, yet was never protected before his house was sold; when a lawsuit was filed on his behalf, the state argued the law only requires APS to 'initiate a response,' not to investigate, and a Court of Appeals panel agreed in June. A Renton elder-law attorney says that, given the ruling, people who see elder abuse may be better off calling 911.

Washington adds about 2,400 free preschool slots
华州的早期儿童教育与援助计划(ECEAP)，是给低收入家庭三四岁孩子上的免费学前班。州长办公室9月21号宣布，这学年新增约2400个名额，基本补回去年州预算削减的约2000个。四口之家年收入5万美元出头以内可以申请，西雅图北门(Northgate)和奥赛罗(Othello)的难民妇女联盟(ReWA)新开了名额，完整名单在州儿童青少年与家庭部网站上。
ECEAP, Washington's Early Childhood Education and Assistance Program, is free preschool for 3- and 4-year-olds from low-income families. The governor's office announced on Sept. 21 about 2,400 new slots this school year, essentially restoring roughly 2,000 cut in last year's state budget. A family of four earning up to just over $50,000 a year can qualify; Refugee Women's Alliance has new slots at Northgate and Othello in Seattle, and the full list is on the state Department of Children, Youth and Families website.

兴喜公园(Hing Hay Park)是唐人街－国际区的街心广场，西雅图公园局准备更新园里的户外健身器材，目标是给这一带的长者一个免费、方便的锻炼地方。公园局现在向街坊征求意见，想知道大家要什么样的器材。本周六九月26号下午一点到晚上九点，公园局会在唐人街夜市上摆摊，位置靠近国王街(King Street)和梅纳德大道南(Maynard Avenue South)路口，去不了的也可以上网填意见。
Hing Hay Park is the plaza at the heart of the Chinatown-International District, and Seattle Parks and Recreation plans to update its outdoor fitness equipment to give the area's seniors a free, welcoming place to exercise. The department is asking the community what equipment it wants. It will have a booth at the CID Night Market this Saturday, Sept. 26, from 1 to 9 p.m. near King Street and Maynard Avenue South, and feedback is also taken online.

福尔城(Fall City)在斯诺夸尔米(Snoqualmie)河谷，当地糕点师凯莱布·金(Caleb King)正在美食频道(Food Network)第十二季《万圣节烘焙大赛》里比赛，10名选手争2.5万美元奖金。他是当地新开的树屋厨房(Treehouse Kitchen)的糕点师，之前在四季酒店做过。节目播了两周他还在场上，下一集9月28号播出。
Caleb King, pastry chef at the newly opened Treehouse Kitchen in Fall City in the Snoqualmie Valley, is competing on season 12 of Food Network's Halloween Baking Championship, one of 10 contestants vying for $25,000. He previously worked for the Four Seasons. Two weeks in he is still standing, and the next episode airs Sept. 28.

美国文化一则American Customs
在美国，政府部门办事给老百姓造成了损失，老百姓可以正式向政府「索赔」。西雅图市就有一套现成的损失索赔（damage claim）手续，表格放在市财政部门网站上（seattle.gov/city-finance/file-a-damage-claim），填表写明损失经过和金额，由市里审核后决定赔不赔。这回城市电力局在唐人街停电误了生意，电力局自己就把商家指向了这个索赔入口。
In the U.S., when a government agency causes someone a loss, that person can formally file a claim against the government. Seattle has a standing damage-claim process, with the form on the city finance department's site (seattle.gov/city-finance/file-a-damage-claim): you fill out a form describing what happened and how much you lost, and the city reviews it and decides whether to pay. After the Chinatown outages hurt business, City Light itself pointed the businesses to that claim form.
美国人的想法是，政府也是一个要对自己行为负责的单位，办错了事就该照规矩认账。所以索赔不算「跟政府过不去」，而是一道写在制度里的正常手续，有表格、有流程、有期限。
The American view is that government is an entity answerable for what it does, and when it gets something wrong it should settle up by the rules. Filing a claim is not picking a fight with the government; it is an ordinary, written-down procedure with a form, a process and deadlines.
中国人讲「民不与官斗」，很多长辈吃了亏也就忍了。其实这跟国内去窗口「讨个说法」是一个道理，只是在这儿写成了表格；照实填、留好收据和照片，不丢面子，也不伤和气。
An old Chinese saying holds that ordinary people do not fight officials, and many elders simply swallow a loss. But this is the same idea as going to a counter in China to ask for a fair answer, only here it is written into a form; filling it out truthfully with receipts and photos costs no face and harms no relationship.
