U.S. and Chinese trade teams meet in New York ahead of Thursday summit

AP and CBS News report that the U.S. and Chinese heads of state are set to meet at the White House on Thursday. On Sunday, ahead of that, Treasury Secretary Scott Bessent and Trade Representative Jamieson Greer held talks in New York with China's economic and trade team, which Bessent called "very successful." The U.S. proposed a notification mechanism for national-security AI incidents, and the two sides are discussing reciprocal tariff cuts on "nonsensitive" goods such as consumer and farm products, energy and medical devices — about $30 billion worth from each side. Global stocks mostly rose on Monday.

The Seattle Times and the West Seattle Blog report that on the morning of Saturday, Sept. 19, several residents said they saw Immigration and Customs Enforcement officers take three men at 42nd Street Southwest and Andover Street, leaving a vehicle with a smashed window; blog readers' photos showed it was a truck carrying construction equipment. An ICE spokesperson did not answer inquiries on Sunday, and the Times said it could not independently confirm the residents' photos. That afternoon a community group went ahead with a long-planned sign-holding protest at 15 intersections along California.

KIRO 7 reports that Jude, an older woman in the small southwest Washington coastal city of Hoquiam, rented rooms in her home; her son says the tenants were controlling from soon after they moved in. After she died in April, three tenants stayed on and stopped paying rent; the family gave them 30 days' notice the next day, began formal eviction in May, and did not get them out until Sept. 10. Inside they found the house trashed and suspect meth was used there — testing for residue alone will cost $2,000, and repairs and cleanup thousands more.

30年房贷利率逼近7% 西雅图买房更难
30-year mortgage rates near 7%, squeezing Seattle buyers
《西雅图时报》9月19号报道，全美30年固定房贷的平均利率从年初的6.2%升到本周接近7%，为1年半以来最高，温德米尔(Windermere)首席经济学家塔克预计年底前都会在7%上下。房贷利率跟的是10年期国债收益率，并不直接挂钩美联储上周的加息，所以加息本身不会让情况明显变坏。按Zillow8月底的数据，大西雅图一套中等价位的房子连保险等费用每月要付近5000美元，帮儿女买房的长辈眼下不宜指望利率很快回落。
The Seattle Times reported Sept. 19 that the average 30-year fixed mortgage rate has risen from 6.2% at the start of the year to just under 7% this week, the highest in more than 18 months, and Windermere principal economist Jeff Tucker expects it to stay around 7% for the rest of the year. Mortgage rates track the 10-year Treasury yield rather than the Fed's benchmark, so last week's rate hike on its own is unlikely to make things much worse. Zillow puts the monthly cost of a typical mid-tier Seattle-area home, insurance included, at nearly $5,000 in late August — seniors helping children buy should not count on rates falling soon.

得梅因(Des Moines)市区凌晨枪击 一男子身亡
Man shot dead in downtown Des Moines early Sunday
9月20号周日凌晨两点前，西雅图南边的得梅因(Des Moines)市区商业区，南223街与马林维尤大道(Marine View Drive S.)一带，一名31岁男子中枪，警方急救无效，他当场死亡。枪手在警察赶到前已经离开，警方目前没有任何嫌犯描述，案件仍在调查中。知情者可以打得梅因警察局电话(206) 878-3301。
Just before 2 a.m. on Sunday, Sept. 20, in the business district of Des Moines south of Seattle, near S. 223rd Street and Marine View Drive S., a 31-year-old man was shot; officers gave first aid but he died at the scene. The shooter left before police arrived, police have no description yet, and the investigation is active. Anyone with information can call Des Moines police at (206) 878-3301.

华州学前班 花钱排第七 普及率排第三十四
Washington preschool: 7th in spending, 34th in access
华州宪法把「为境内所有儿童提供充分教育」写成州政府的「首要职责」，《西雅图时报》教育实验室9月20号起推出系列报道，追问这份承诺兑现了多少。按全国早期教育研究所的数据，华州在每个学前儿童身上的花费排全国第七，普及率却只排第三十四，大约19%的四岁孩子上了州或联邦出资的学前班。州里最大的免费学前项目收入门槛定得很窄，家里有四岁孙辈的可以先查查是否符合条件，西雅图市另有自己的学前班项目。
Washington's constitution makes ample education for all children the state's "paramount duty," and on Sept. 20 the Seattle Times Education Lab began a series asking how well that promise is kept. The National Institute for Early Education Research ranks the state 7th in per-child preschool spending but 34th in access, with about 19% of 4-year-olds in state- or federally funded preschool. The largest state program has narrow income limits, so families with a 4-year-old grandchild should check whether they qualify; Seattle also runs its own preschool program.

Mercer Island's Mid-Autumn carnival: calligraphy to Peking opera
默瑟岛华人协会(MICA)和默瑟岛(Mercer Island)市政府9月20号在默瑟岛社区与活动中心合办中秋游园会，免费对公众开放。现场有书法、拓印、漆扇、中国结和灯笼手工，还有中国舞蹈和音乐、功夫、京剧表演，外加餐车和社区团体的摊位。今年这一场已经办完，没赶上的，本周六贝尔维尤(Bellevue)还有一场给小朋友办的中秋活动，见本期活动栏。
The Mercer Island Chinese Association and the City of Mercer Island co-hosted a free Mid-Autumn Festival Carnival on Sept. 20 at the Mercer Island Community & Event Center. There was calligraphy, stone rubbing, lacquer fans, Chinese knots and lantern crafts, plus Chinese dance and music, kung fu and Peking opera, food trucks and community booths. This year's is over; for anyone who missed it, a children's Mid-Autumn event in Bellevue this Saturday is in the events list.

西雅图立法 多伴侣关系纳入反歧视保护
Seattle extends anti-discrimination protection to polyamorous people
西雅图市议会9月15号全票通过一项条例，把就业、租房和公共场所的反歧视保护扩大到彼此知情同意的多伴侣关系，同时把泛性恋和无性恋列为受保护的性取向，西雅图因此成为全美做这件事的最大城市。条例2027年6月1号生效，禁止因感情关系的形式解雇、骚扰或拒租，但不要求雇主的团体医保多保几位伴侣。在西雅图出租房屋的华人房东，挑选租客时不能拿这一条当理由。
The Seattle City Council voted unanimously on Sept. 15 to extend protection against discrimination in employment, housing and public accommodations to people in consensual non-monogamous relationships, and to recognize pansexuality and asexuality as protected orientations, making Seattle the largest U.S. city to do so. The ordinance takes effect June 1, 2027; it bars firing, harassing or refusing housing over relationship structure, but does not require employer health plans to cover additional partners. Chinese landlords renting in Seattle cannot use it as a reason to turn an applicant down.

亚马逊(Amazon)不许Meta的AI助手替顾客下单

总部在西雅图的亚马逊9月20号晚表示，已把脸书母公司Meta新推出的AI私人助理Muse挡在亚马逊网站之外，不让它替顾客下单购物。亚马逊的理由是Muse进店不表明身份，而且似乎会抓取并保存顾客的账号密码，可能带来隐私和安全风险；Meta此前表示Muse看不到用户的密码和付款方式。长者在手机上遇到要替您代买东西的AI助手，先别把购物网站的密码交给它，问过儿女再说。
Seattle-based Amazon said on the night of Sept. 20 that it has cut off Muse, the new personal AI agent from Facebook parent Meta, from shopping on Amazon.com for customers. Amazon says Muse does not identify itself when it browses and appears to capture and store customer credentials, creating privacy and security risks; Meta has said Muse has no visibility into passwords or payment methods. Seniors offered an AI helper that will buy things for them should hold off on handing it their shopping passwords and check with their children first.

美国文化一则American Customs
在美国出租房子，签约之前先做「租客审查」是常规：看信用报告、收入、以往的租房记录。华州法律规定，房东要审查，必须事先书面告诉申请人会查哪些信息、哪些情况可能被拒；审查费只能收当地审查公司的通行价。
Renting out a home in the U.S. normally starts with tenant screening before any lease is signed: a credit report, income, rental history. Washington law says a landlord who screens must first tell the applicant in writing what information will be checked and what could lead to a denial, and may charge no more than what screening services customarily charge in the area.
规矩写得这么细，是因为审查两头都要讲理：房东有权知道把钥匙交给了谁，申请人也有权知道自己为什么被拒。按同一条法律，房东拒绝申请或加收押金，要书面说明理由和信息来源。事先讲清楚，事后少纠纷。
The rules are detailed because screening has to be fair both ways: the owner has a right to know who is getting the keys, and the applicant has a right to know why they were turned down. Under the same statute a landlord who rejects an application or asks for a bigger deposit must say why in writing and name the source of the information. Clarity up front means fewer disputes later.
中国人讲「先小人、后君子」，把丑话说在前头，就是这个意思。美国只是把这句老话写进了法律条文。
The Chinese saying "be the petty one first, the gentleman after" — say the awkward things up front — is the same idea. America simply wrote it into statute.
