The case has drawn attention to the conditions under which people accused of violent assault are released. Her family says her daughter had just turned six months old.

Seattle's first social housing building pauses applications from lowest-income applicants

The Seattle Times reports that the Seattle Social Housing Developer, which paid $61 million this spring for the 150-unit Elara apartments in Belltown to turn them into mixed-income housing, has paused processing applicants earning below 30% of area median income while it arranges services such as job referrals and behavioral health support. Lowest-income applicants already picked in this spring's lottery for the building will have to wait longer to move in. A spokesperson said applicants earning 30% to 50% of median income are still being processed, and the lowest-income tier is planned to resume in November.

Goldman Sachs opens engineering hub in Bellevue

GeekWire reports that New York investment bank Goldman Sachs opened an engineering center in Bellevue this month with room for more than 125 employees focused on AI and cloud work, its first dedicated engineering office in the Pacific Northwest. Families with children in software engineering have one more large employer on the Eastside to apply to. Goldman has had a downtown Seattle office for banking and wealth management since 2001; the engineering center is an addition to it.

「启蒙计划」(Head Start)是联邦出钱、专为低收入家庭幼儿办的学前教育，华州约有1.44万个孩子在读；联邦政府提议删去大部分规定，包括老师只准用英语教学、取消视力和牙齿检查等，华州家长和议员9月15日到华府集会反对。家里孙辈在读「启蒙计划」、平时在家说中文的，只准用英语教学这一条最值得留意。联邦卫生部表示，改动能省下22亿美元，再投回去增加23.6万个名额；新规则目前仍是提议，公众意见征集到10月6日，预计下个月定案。

Head Start is federally funded preschool for low-income families, serving about 14,400 children in Washington; the federal government has proposed scrapping most of its rules, including requiring staff to teach only in English and cutting vision and dental screenings, and Washington parents and lawmakers rallied in D.C. against it on Sept. 15. Families whose grandchildren attend Head Start and speak Chinese at home should watch the English-only provision most closely. HHS says the changes would save $2.2 billion to be reinvested into 236,000 new slots; the rule is still a proposal, open for public comment through Oct. 6 and expected to be finalized next month.

Bellevue to vote in October on parking rules for new buildings

华州去年通过参议院5184号法案，限制各城市强制新建项目配多少停车位，据The Urbanist报道，贝尔维尤明年1月起每两户公寓最多只能要求一个车位，长者住房和平价住房不得强制配车位。对东区长者来说，少建车位可能让新房便宜一些，但亲友来访找车位也可能更难。市议会10月表决时还要决定是否更进一步，比如在快速公交站半英里内取消停车要求、取消访客车位规定，议员们意见不一。

Washington passed Senate Bill 5184 last year capping how much parking cities can require of new projects; The Urbanist reports that from next January Bellevue may require no more than one stall per two apartment units, and none for senior or affordable housing. For Eastside elders, fewer stalls may make new homes somewhat cheaper but can also make parking harder when family visit. When the council votes in October it will also decide whether to go further, such as dropping parking mandates within a half mile of RapidRide stops or the visitor-parking rule, and councilmembers are divided.
