Artificial intelligence means computer systems that can hold a conversation, write and write code. The Associated Press reports that on Sept. 12 Dario Amodei, chief executive of Anthropic, one of the companies building them, said the industry should slow down so safety measures can catch up, warning that within six to twelve months AI could be able to lead swarms of programs that take over the entire internet. He proposed that companies give outside evaluators ongoing access to check their safety practices. OpenAI chief executive Sam Altman said his company will not go public this year and signed on to the proposal; Elon Musk also said he agreed.

When officers arrived he pointed a weapon at them, and they fired and struck him; officers and medics gave aid, but he died. The Bellevue Reporter adds that no officers or bystanders were hurt and that an independent team drawn from neighboring police departments is investigating.

The Seattle Times reports that on Friday, Sept. 11, Boeing made a second offer: a guaranteed 10% raise from Oct. 16 and another guaranteed 4% in 2027. The union's negotiators recommend it; no vote date is set, and no strike can start before the current contract expires Oct. 6.

Amazon, headquartered in Seattle, has been shedding city office space since the pandemic; citing a July report by brokerage Cushman & Wakefield, The Seattle Times says Amazon will let its lease lapse on an 81,000-square-foot building at 428 Westlake Ave. N. in South Lake Union, a lease that runs through 2027, though the company did not confirm it. Amazon's Seattle workforce has dropped from a 2020 peak of about 60,000 to under 50,000, while its Bellevue head count rose from 11,000 in 2023 to about 14,300 in 2024. Downtown Seattle offices are about 35% empty, downtown Bellevue about 25%.

West Seattle Blog reports that at 2:26 a.m. on Sept. 13 Seattle Fire sent a large response to an apartment building in the 600 block of SW Kenyon in Highland Park, where a second-floor unit was burning. Firefighters had it under control within minutes and out by 2:54 a.m.; no one was hurt and the cause is under investigation. A night fire is most dangerous when people are asleep, so this is a good week to press the test button on the smoke alarm at home.

More than 300 Washington high schoolers named National Merit Scholarship semifinalists

The National Merit Scholarship is awarded by a nonprofit based on high school juniors' scores on the PSAT standardized test; The Seattle Times reported Sept. 12 that 342 Washington high schoolers are among more than 16,000 semifinalists nationwide. The organization says about 95% of semifinalists become finalists and about half of those are expected to win a scholarship — 2,500 awards of $2,500 each, plus scholarships funded by corporations and by about 140 colleges. A semifinalist grandchild must still complete an application with the school, write an essay and confirm eligibility with an SAT or ACT score; finalists are announced in four rounds from April to August next year.

A pawnshop lends cash on the spot against something left as collateral; The Seattle Times reported Sept. 12 that Barney's Jewelry and Loan in Pioneer Square, open since 1940, is Seattle's oldest, and its owner says it is now the only one downtown. Pawn loans need no credit score or income check and all run 90 days; a 73-year-old customer in the story borrowed $500 against an old guitar and will repay $107 more after 90 days, including document and storage fees. The paper works that out to an annual rate of almost 87%, against typical credit-card rates of 20% to 29% — worth doing the math before borrowing in a pinch.

Renton City Council votes Monday on banning camping on city property

At 7 p.m. Monday, Sept. 14, the council holds the second and final reading of the ordinance in the seventh-floor chambers of City Hall; it also bars unauthorized property storage and shopping cart possession on city property and sets up geographic trespass zones. The city has hired Auburn's former human services director, Kent Hay, to bring Auburn's approach of moving people into permanent housing.

Seattle's One Seattle Comprehensive Plan sets how much housing and how many jobs the city can add over 20 years; a Seattle Symphony musician joined by orca-protection groups appealed, arguing its environmental review did not properly account for effects on orcas and stormwater, and a civil engineer separately appealed the plan's water-facilities section. The Urbanist reported Sept. 12 that the state Growth Management Hearings Board ruled Wednesday, dismissing the engineer's appeal and most of the musician's arguments, but finding the review too narrow: the plan adds capacity for about 163,000 new homes, while the review studied 120,000. The city has a year to bring the extra capacity into its environmental review.

美国文化一则American Customs
美国的工会合同，不是谈判代表签了字就算数，还要交给全体会员投票通过，这个程序叫「批准」（ratification）。
An American union contract does not take effect when the negotiators sign it; it goes to a vote of the full membership, a step called ratification.
工会的权力来自会员，谈判代表只是替大家去谈，所以最后拍板的是每一个会员手里的一票。会员否决之后，双方回到谈判桌再谈，这在美国是正常的程序，不算撕破脸。波音这次的第一份合同就是谈判团队推荐、会员否决的。
A union's authority comes from its members, and the negotiators only bargain on their behalf, so the final say rests with each member's vote. If members vote a deal down, both sides go back to the table; in America that is routine, not a breakdown. Boeing's first offer this summer was recommended by the negotiating team and rejected by the members.
中国人过日子讲「大家的事大家商量」，家里分家、村里修路，也要各家点头。美国工会的会员投票，道理相通，只是把商量写成了规矩、用选票来算。
Chinese family life holds that shared business is settled by everyone together — dividing a household or paving a village road needs each family's nod. A union ratification vote rests on the same idea, only written into rules and counted in ballots.
