Four states' trial against Facebook's parent opens this week

据美联社8月16日报道,加州、科罗拉多州、肯塔基州与新泽西州的司法部长起诉脸书(Facebook)与照片墙(Instagram)的母公司迈塔(Meta),本周二在加州奥克兰的联邦地区法院开庭。各州主张该公司刻意设计会让孩子上瘾的功能,并在未取得家长同意的情况下收集13岁以下儿童的资料,违反联邦法律;索赔金额最高可达1.4万亿美元,另要求改变两个平台的运作方式。另有约25个州的类似诉讼将另行审理。

The Associated Press reported Aug. 16 that the attorneys general of California, Colorado, Kentucky and New Jersey are suing Meta, the parent of Facebook and Instagram, with trial opening Tuesday in federal district court in Oakland, California. The states allege the company deliberately designed features to addict children and collected data on children under 13 without parental consent in violation of federal law; they seek damages of up to $1.4 trillion plus changes to how the two platforms operate. Roughly 25 additional states have similar cases set for separate trials.

What is useful now is that it puts internal material before an open court, so a family conversation about phones need no longer circle around 'you're on it too long' but can turn to how the features were designed to keep someone there.

Fake charity sites surface amid Washington wildfire donation drive

KOMO reported on Aug. 16 that as donation appeals multiply after the Spokane-area wildfires, the Better Business Bureau is warning local donors about fraudulent fundraisers. The BBB's Cameron Nakashima said that over the past two years more than $4 million in fraudulent charity and fundraising activity has been reported to the local BBB; the FBI's national figure is about $90 million a year. The scams arrive through social media, text messages and crowdfunding sites, and some fraudsters build convincing look-alike websites impersonating charities people already trust.

The BBB's checklist has three steps — search the name of the organizer or organization and look for an official website and a BBB business or charity profile; follow the money to see who collects and controls it and how much actually reaches the people in need; and report anything questionable to the platform itself, to the FBI's Internet Crime Complaint Center, and to BBB Scam Tracker. Chinese families typically give through WeChat groups and forwards from acquaintances, and by the third forward the original source is no longer traceable — precisely the path these scams rely on.

West Seattle light rail opening pushed three more years to 2035

According to KOMO and West Seattle Blog on Aug. 13–14, Sound Transit's System Expansion Committee met Aug. 13 and pushed the opening of the West Seattle light rail extension from 2032 to 2035. When voters approved the plan in 2016, the stated opening year was 2030. The 3.9-mile line runs from SODO to the Alaska Junction; the same meeting approved a $465 million budget amendment for property acquisition and construction support through final design, covering 55 proposed property acquisitions. The full board votes Aug. 27.

One American custom: checking out an organization before giving to it is taught here as an ordinary piece of common sense, not as distrust of the people in need.

这套做法的底子是「善意也要有账目」。美国的慈善募捐依赖陌生人之间的大规模给予,捐款人多半与受灾者素不相识,人情担保这条路走不通,于是社会另建了一层可查的记录:机构有正式网站与公开档案,商业改善局设有机构与慈善档案供人比对,可疑募捐可向所在平台、联邦调查局的网络犯罪投诉中心与商业改善局的诈骗追踪库举报。据 KOMO 8月16日报道,商业改善局提醒的正是这一点——平台合法不等于项目合法,还须看钱由谁经手、有多少真能到灾民手里。

The premise is that goodwill also needs a ledger. American charitable giving depends on large-scale giving between strangers, where donor and recipient usually have no connection at all, so a personal guarantee is not available; society built a checkable layer instead — organizations keep official websites and public profiles, the Better Business Bureau maintains business and charity profiles to compare against, and questionable fundraisers can be reported to the hosting platform, to the FBI's Internet Crime Complaint Center and to BBB Scam Tracker. As KOMO reported Aug. 16, that is exactly the BBB's warning: a legitimate platform does not make a fundraiser legitimate, and one still has to ask who handles the money and how much of it reaches the victims.

中国人捐钱讲的是「托个信得过的人」,把善意交给关系去担保;美国这套是把善意交给记录去担保。前者在熟人之间又快又准,出了熟人圈就断线;后者慢、冷,可是谁都能自己查一遍。真要稳妥,两样并用最好:先问一句这钱是谁在收,再花两分钟查一眼那个名字。查的不是那位受灾的乡亲,是中间收钱的这只手。

The Chinese way of giving is to entrust the money to someone you trust, letting relationships vouch for the goodwill; the American way lets records vouch for it. The first is fast and accurate among people who know each other and breaks the moment it leaves that circle; the second is slow and cold, but anyone can run the check themselves. The safest practice uses both: ask who is collecting the money, then spend two minutes looking up that name. What you are checking is not the neighbor who lost a house — it is the hand in the middle taking the money.

Use it when someone asks you for a donation at the door, on the phone or online. A legitimate organization will give you its name so you can look it up; if the person hedges and only presses you to send the money quickly, the question has already answered itself.
