Seattle's aging underground cables leave it among the nation's slowest to restore power

The Seattle Times reported on Aug. 16 that more than 300 miles of Seattle's underground power cables are decades past their useful life, will cost more than $2 billion to replace and will take at least 15 years. Most were buried in the 1960s as a beautification project paid for largely by the city's wealthiest neighborhoods; they were laid directly in trenches with minimal insulation. Their decay is now driving more frequent blackouts and has made Seattle one of the slowest utilities in the country at restoring power. Seattle's pending home sales fell more than 15% in July, the steepest drop in the nation

A report released Aug. 12 by the brokerage Redfin found pending home sales in the Seattle metro area fell 15.6% year over year in July, the largest drop among major U.S. metros, ahead of Houston at 14.3% and Phoenix at 13.3%. Nationally, pending sales fell 2.5% month over month to their lowest level since December. The Seattle metro's median home-sale price was $809,479, roughly double the national median of $407,730. KOMO reported the data on Aug. 15 and MyNorthwest on Aug. 16.

CDC's outbreak page, updated Aug. 13, reports 9,481 illnesses, 398 hospitalizations, two deaths and 17 states in the nationwide cyclospora outbreak linked to iceberg lettuce. Taylor Farms recalled all iceberg lettuce sourced from central Mexico on July 17; the recalled product had been distributed in at least 31 states, including some Taco Bell locations and Walmart's Marketside brand, and its best-by dates have passed, so it should no longer be in stores. On Aug. 15, PBS News republished an analysis by Michigan State University water microbiologist Joan Rose explaining that the parasite lives only in humans, is shed in feces, and can survive sewage treatment to return to farmland through irrigation water.

First, washing cannot guarantee removal of this parasite and the chlorine and produce sanitizers in ordinary use do not kill it; the reliable method is cooking to at least 158°F (70°C). Second, routine stool tests do not screen for cyclospora, so patients often have to ask their doctor to add it. Symptoms are watery diarrhea, fatigue and loss of appetite, usually beginning about a week after infection and, untreated, lasting from several days to a month or more. For an older person the immediate danger of diarrhea is dehydration rather than the organism itself, which makes fluids and early medical attention more important than self-diagnosis.

Faced with a parasite that requires a specifically requested test and can drag on for a month, that patience lengthens the illness rather than shortening it.

美国文化一则:食品出了问题,厂家要自己把名字挂出来公告召回(recall),政府则把病例数、住院数、涉及州份逐周挂在网上,谁都查得到。

One American custom: when a food goes wrong, the manufacturer announces a recall under its own name, and the government posts the case counts, hospitalizations and affected states online for anyone to look up.

这套做法的逻辑不在道德,而在责任与成本。美国食品安全体系把「主动召回」设计成企业的自保动作:先公告,可以限定损害范围、在诉讼中证明自己已尽告知义务;隐瞒一旦被查出,赔偿与信誉损失远高于召回本身。与之配套的是政府端的公开:疾控中心与食药局把调查进度、召回批号、病例分布做成公开页面并持续更新,使消费者不必依赖厂家的一面之词。这次的球生菜召回于七月十七日发布,疾控中心的疫情页面则更新至八月十三日,两条线索可以互相对照。

The logic here is not moral but a matter of liability and cost. The American food-safety system is built so that a voluntary recall is the company's own act of self-protection: announcing early limits the damage and demonstrates in court that the duty to warn was met, while concealment, once found, costs far more in damages and reputation than the recall would have. The public half is the match to it — CDC and FDA maintain continuously updated pages with the investigation status, recalled lot numbers and case distribution, so consumers need not rely on the company's account alone. The iceberg lettuce recall was issued July 17 and the CDC outbreak page was updated Aug. 13; the two can be read against each other.

中国人处理这类事,习惯先在熟人圈里传一句「那家的菜先别买」,靠人际网络快速预警,可靠、也快,但传到第三手就容易走样,且过期了没人来收回那句话。美国这套靠白纸黑字,慢一些、冷一些,好处是有日期、有批号、有更新时间,过时了页面自己会改。两边都是想让人少吃亏,一边托的是人情,一边托的是纸面——真要稳妥,两样并用最好:听见风声先问一句,再去官网核一眼。

The Chinese way of handling this is to pass the word through people you know — don't buy that brand's greens for now. Personal networks warn fast and are usually reliable, but the message distorts by the third retelling, and no one comes back to retract it once it is out of date. The American version runs on paper: slower and colder, but it carries dates, lot numbers and a last-updated stamp, and the page corrects itself when the facts change. Both are trying to keep people from getting hurt; one leans on relationships, the other on documents. The safest practice uses both — ask when you hear something, then check the official page.
