Man killed riding an e-scooter in Seattle as trauma injuries climb

KIRO 7 reports that a man riding a shared e-scooter without a helmet was struck and killed in Seattle's Greenwood neighborhood on Tuesday morning; the teenage driver was not impaired and cooperated with investigators. The same report cites Harborview Medical Center data: in 2020 the hospital treated 29 patients injured on e-bikes and e-scooters with no deaths; last year it treated 252, six of whom died. Trauma chief Dr. Sam Arbabi said severity is rising as well as volume, with pancreatic and bowel injuries among the hardest cases. Seattle police officer Shane Weatherford said he has personally handled about 30 scooter crashes.

COMMUNITY IMPACTLocal Chinese seniors walk on neighborhood paths and around shopping centers, where shared scooters and e-bikes are legal on sidewalks and move far faster than a pedestrian expects. The report notes Seattle does not legally require helmets for these riders — police and King County only recommend them — so protection falls to families. Two practical consequences: seniors should check for cross traffic before stepping off a curb or out of a shop door, and grandchildren borrowing scooters over the summer need a household helmet rule, which here binds more tightly than the law does.
A CHINESE PERSPECTIVEMany Chinese cities have shifted from advising to actively stopping riders at intersections, creating an external constraint; here the emphasis is on personal responsibility, with fewer rules and the cost borne by the rider. Both land in the same place: safety comes down to one action before leaving the house. Chinese families tend to turn this into a house rule — no helmet, no riding — which is often enforced more thoroughly than any ordinance.

Seattle council unanimously bans rental junk fees

KOMO reports that the Seattle City Council unanimously approved legislation banning landlords from charging rental "junk fees," including administrative service fees, pet rent and package fees. Mayor Katie Wilson and Councilmember Dionne Foster, who chairs the Housing, Arts and Civil Rights Committee, led the effort; the measure also requires clearer upfront pricing and strengthens enforcement of the city's rental rules. Landlords who violate it may face action from the City Attorney's Office, and the city could recover three times the amount illegally charged. The article does not state an effective date.

COMMUNITY IMPACTMany local Chinese seniors either rent or help cover a child's rent, and these charges typically surface on the bill only after signing, buried in dense English terms — the tenants least able to spot them are precisely those least comfortable in the language. Two consequences: tenants inside Seattle can now audit a bill line by line against the three banned categories and take a complaint to the City Attorney's Office; and because the rule stops at the Seattle city line, Eastside cities such as Bellevue and Redmond are not covered, so any cross-city rent comparison must count the fees too.
A CHINESE PERSPECTIVEChinese commercial custom has long demanded one clearly posted price: the sign on the stall is a matter of the seller's face, haggling is fine but adding charges midway is seen as spoiling the trade, policed by word of mouth among neighbors. The American side relies on contract terms and enforcement offices. Different routes to the same principle: nobody should pay without understanding what they are paying for.

July inflation eases to 3.4 percent

CNBC reports the U.S. consumer price index rose 0.1% in July and 3.4% from a year earlier, cooler than June's 3.5% annual reading; June's monthly figure was negative 0.4%. Core prices, excluding food and energy, rose 0.2% for the month and 2.5% year over year. The energy index fell 1.5% for the month but remains 14.7% above a year ago, with gasoline up 24.6% over that span. The grocery index slipped 0.1% for the month, meats, poultry, fish and eggs fell 0.7%, and lettuce dropped 16.4%. The report notes the data makes a September rate increase less pressing; traders now put the odds of a September hike at about 42%.

COMMUNITY IMPACTSenior households concentrate their spending on food, gasoline, medicine and fixed bills, while the CPI is a national average that can sit far from what one family feels. The key distinction in this release is that "rising more slowly" is not "cheaper": gasoline is still nearly a quarter more expensive than a year ago, and the grocery decline was a single month's fraction. Two practical consequences for local Chinese families: do not read a year from one month's number — inventory fixed costs every six months instead; and the current U.S. debate is over whether to raise rates rather than cut them, which puts savers and borrowers (usually the children's generation) on opposite sides, so large family decisions deserve a conversation first.
A CHINESE PERSPECTIVEChinese households tend to measure prices item by item — what a catty of pork costs, what a sack of rice costs — through long habits of keeping accounts and comparing. The U.S. publishes one aggregated national percentage that may not include the two vegetables a given family actually buys. The two do not conflict: the national table reads the trend, the household ledger reads the household.

American Customs

American sellers routinely split one purchase into several separate charges — a base price, an administrative charge, a service charge — and advertise only the lowest of them, so the real total appears only at checkout or at signing.

The logic is competitive: the lower the advertised figure, the higher it ranks wherever prices are compared, with the gap recovered through later line items. Governments at several levels have begun requiring the full amount to be shown at once — so-called upfront pricing — and Seattle's new rental rule belongs to that same movement.

The Chinese insistence on one posted price and the American push for upfront pricing start from different places — reputation on one side, contracts and enforcement on the other — and arrive at the same point: whoever pays has a right to know the total before paying.

Word of the Day

junk fee

A junk fee is an add-on charge beyond the advertised price with no clear justification.

Is that a junk fee?

Use it when signing a lease, reading a monthly bill, or setting up a phone or cable plan — point at the line you don't understand and ask.
