Local station MyNorthwest reported on August 9 that King County Prosecutor Leesa Manion is pushing to tighten Washington's juvenile gun law. Under current law a juvenile needs five convictions for unlawful possession of a firearm before becoming eligible for a detention sentence longer than 30 days; she proposes lowering that threshold to three. The proposal follows last month's shooting at the Bite of Seattle, in which three people were killed and at least four injured. A 15-year-old was arrested and charged with assault in the first degree with a firearm enhancement and unlawful possession of a firearm; prosecutors have filed to decline juvenile jurisdiction and try the case in adult court.

Two practical things for families: first, summer brings big outdoor crowds, so when you take grandchildren to a food festival, a parade or a night market, agree in advance on a place to meet if you are separated, rather than relying on a phone; second, if there is a teenager in the house, where the gun came from matters more than the sentence — most juveniles get firearms from an unlocked home, their own or a relative's, and a locked gun cabinet is something a grandparent can absolutely speak up about.

The impulse is protective, but once a child is in an American courtroom the process runs on public statutes and written records, and the closed-door approach cannot help. What helps is finding someone who knows the system early and getting the right things said inside the process. The same goes the other way: Chinese neighbors tend to avoid the subject of guns altogether — 'nothing to do with our family.' Yet where the gun came from is the most domestic question of all; often it is sitting in a relative's drawer.

PBS NewsHour ran an explainer on August 8: nicotine pouches are small white rectangular packets of nicotine powder tucked between the lip and gum for up to an hour, sold in cinnamon, citrus, cool mint, coffee, menthol and peppermint. On June 30 the FDA authorized 20 products from the brand Zyn to carry the claim that using them instead of cigarettes lowers the risk of mouth cancer, heart disease, lung cancer, stroke, emphysema and chronic bronchitis, calling it an 'extensive scientific review.' The report gives the other side too: in 2025, 1.7% of middle and high school students said they had used nicotine pouches, up from 1.1% in 2022, and about 90% of users chose flavored ones. Aaron Hunt of Utah State University Health and Wellness said the new advertising does not change the fact that these products deliver an addictive dose of nicotine; Dr. Pamela Ling of the UCSF Center for Tobacco Control said nicotine addiction is a serious problem and develops quickly.

There is also an older belief underneath: many people equate addiction with weak character, a failure of willpower, and conclude their own well-behaved child would never touch it. But nicotine addiction never asks whether a child is well behaved. It only asks how long they have been using.

There is a real reason for that — when the language is a barrier, a neighbor is more trustworthy than a billboard. And a real risk: word of mouth recommends an outcome, not a credential, and in immigration the same person filing the same form for someone else is no guarantee for you. There is a harder thing to say out loud, too: the older generation often sees going to court or hiring a lawyer as 'making trouble,' as airing the family's business, and would rather endure or delay. The process does not reward endurance. It only asks whether the paperwork was filed by the deadline and whether the necessary thing was said.

美国人把「防火」这件事,做成了一只有名字、有生日、八十多年只说一句话的熊

Americans turned fire prevention into a bear with a name, a birthday, and one sentence he has repeated for more than eighty years

护林熊 Smokey Bear 是一九四四年十月十号由美国林务局、全国州林务官协会和广告理事会一起推出来的宣传形象。最早那句话是「小心一点,十场林火能防住九场」;一九四五年出现了那句最有名的「只有你能防止森林火灾」,后来把「森林火灾」改成了「野火」,一直说到今天。新墨西哥州卡皮坦林区还真救出过一只小熊崽,它成了这只熊活着的化身。美国人做公共教育的路子就在这儿:不写标语,造一个人物——给他名字、给他生日、给他一句一辈子不改的话,让几代人从小听到老。

Smokey Bear was launched on October 10, 1944 by the U.S. Forest Service, the National Association of State Foresters and the Ad Council. The first line was 'Care will prevent 9 out of 10 woods fires'; in 1945 came the famous 'Only You Can Prevent Forest Fires,' later updated to 'Only You Can Prevent Wildfires,' and it has run ever since. A real cub rescued in the Capitan Forest in New Mexico became his living symbol. This is how American public education tends to work: not a slogan on a wall but a character — give him a name, a birthday and one sentence he never changes, and generations grow up with it.

This is not 'Americans are better at publicity.' We have always been good at packing a lesson into a figure: the door gods pasted up at New Year, the Kitchen God, and the old night watchman striking his clapper and calling out that the air is dry so mind your fire — one line shouted for centuries, so familiar the whole town could finish it in their sleep. The only difference is that America wrote its figure into national public property and has not let anyone change his face in eighty years, while ours travels through festivals and word of mouth. Both are doing the same thing: a lesson told a hundred times is forgotten, while one character and one sentence stay with a child for life.
